국방시설통합정보체계의 구축실태분석 및 개선방안 = The Current Status Analysis on the Military Facility Integration Information System(MFIIS) and it's Enhanced Plan

국문 초록 (Abstract)

부동산 관리업무, 시설공사업무, 국토이용협의업무의 효율적이고 체계적인 관리방법으로 국방시설통합정보체계가 구축 중에 있다. 그러나 국방시설통합정보체계는 많은 문제점을 가지고 있어 각 군이 보유하고 있는 부동산과 건물을 효율적으로 관리하기에는 어려울 것으로 판단된다. 따라서 본 연구는 국방시설통합정보체계의 활용단계에서 발생할 수 있는 문제점을 파악함으로써, 국방시설통합정보체계의 개선방안을 제안하고자 수행되었다.
이를 위해 본 연구는 문헌조사를 통해 국방시설관리업무, 처리절차와 문제점, 그리고 국방시설통합정보체계의 개발전략과 구성요소를 파악하였다. 또한 국방시설통합정보체계의 개발을 담당하는 국방부 시설국의 직원을 대상으로 면담조사를 실시하여 활용단계에서 발생할 수 있는 문제점을 조사.분석하였다. 조사.분석된 결과를 바탕으로 국방시설통합정보체계의 개선방안을 제안하였다.
본 연구의 수행결과는 다음과 같다.
(1) 국방시설통합정보체계의 활용효과를 높이기 위해서는 합리적인 국방시설 업무절차, 정보인프라, 그리고 환경변화에 따른 시스템의 유연성 확보가 절대적으로 필요하다.
(2) 국방시설통합정보체계는 시설업무에 관한 의식결여, 각 군별로 이루어지는 시설업무, 전문기술인력의 부족, 불충분한 시설기획 및 계획 등의 문제점을 가진 비합리적인 시설업무에 바탕을 두고 구축 중에 있다. 또한 순환 보직제로 인하여 국방시설통합정보체계의 인적 인프라 구축이 매우 미진한 실정이다. 그리고 국방시설통합정보체계의 구축이 Top-Down방식으로 이루어져 환경변화에 따른 유연성 확보는 매우 힘든 현실이다. 이와 같은 점을 고려할 때 국방시설통합정보체계의 활용효과는 매우 저조할 것으로 예상된다.
(3) 국방시설통합정보체계의 개선방안으로 본 연구에서는 지역별 시설통합관리조직 신설방안, 병영기본기획서 작성절차 등을 제안하여 합리적인 시설 업무의 조직과 프로세스의 재정립을 유도하였다. 또한 JAVA2 시스템의 도입과 최종 사용자의 적극적인 참여를 통한 유연성 확보방안을 제안하였다.
(4) 본 연구에서 제안한 결과는 국방시설통합정보체계의 개선방향을 재설정하는데 있어 기초자료로 활용될 수 있다.

다국어 초록 (Multilingual Abstract)

As efficient and systemic management method, Military Facility Integration Information System(MFIIS) is being built to control tasks, which are real property management, construction, and land-use conference. However, basic atmosphere has not yet prepared to manage current real properties and buildings by using MFIIS. This study was analyzed the current status and peoblem of NFIIS and then it's enhanced plan was proposed In order to investigate procedures of facility management and components of MFIIS, literature review was performed. In addition, the problems of the NFIIS were investigated though the interview with the NFIIS development staff in the military installations bureau.
The results of this study are as follows:
(1) In order to maximize MFIIS' positive effects, resonable task procedure, information infrastructure and flexibility against changing circumstances are absolutely required.
(2) MFIIS is being built under current status, which are difficulty of awareness for tasks, lack of facility experts, unreasonable planning, and respective tasks by corps.
Especially, there is few experts for using and operating MFIIS because of the personnel transfers policy. Also, MFIIS has little flexibility since it is being built under central controlling system. According to these problems mentioned above, if current MFIIS used without amendments, negative effects would be expected.
(3) Based on the results of the interview, to increase MFIIS' positive effects, establishment of management organization by regions and development procedure for barrack plan are proposed. Also, in order to solve the lack of flexibility, active participation of end-users and utilization of JAVA2 system are required during the MFIIS re-design phase.
The proposed schemes are able to be used as a basic data to establish improvement direction of MFIIS.
