지역개발전략으로서 지역축제의 생산구조 및 그 효과에 관한 연구 : 강릉단오제를 사례로

국문 초록 (Abstract)

본 연구는 지역공간의 변화 속에서 지역개발을 위한 문화적 지역개발 전략과 그 수단으로서 지역축제를 인식하고, 지역축제에 대한 지역발전적 생산구조와 지역적 효과를 분석해 보고자 하였다.
지역축제 생산구조 및 효과의 분석을 위해서 본 논문에서는 강릉단오제를 사례로 하여 경험적 연구를 실시하였으며, 그에 따른 연구결과는 다음과 같다.
강릉단오제를 비롯한 지역축제의 지역발전을 위한 생산구조는 정치적, 경제적, 사회문화적, 공간환경적 측면에서 각기 축제형성 및 배경구조, 조직 및 주체구조, 축제행위구조, 지역적 효과구조 등 4단계로 구분해 볼 수 있다.
첫째, 지역축제의 형성 및 배경구조는 경제적 측면의 구성요소인 지역정치구조 및 질서, 경제적 측면의 지역산업구조, 사회문화적 측면의 지역전통문화 및 현대문화와 지역성, 공간환경적 측면의 자연·지리적 상황들이 반영되어 서로간의 관계성을 지니면서 지역축제를 형성 및 유지시키고 있다. 강릉단오제를 형성 및 배경적 구조는 우선, 정치적 측면에서 볼 때 중앙집권적 통치구조 및 지역호족과 양반중심의 지역권력구조에서 현재는 시민사회의 비중이 증가함에 따라 협치적 거버넌스 개념이 우선하고 있는 지역정치구조가 반영되고 있다. 또한 지역경제적 측면에서 보았을 때 강릉단오제의 형성 및 배경구조는 농업 및 어업중심의 산업구조에서 탈산업 추구의 상업중심 산업구조가 투영되고 있으며, 서낭당 중심의 지역민속신앙에 뿌리를 둔 지역안녕과 재난극복의 기복신앙이 깊이 뿌리하고 있다. 공간환경적 측면의 강릉단오제 형성 배경은 농촌, 어촌, 산촌 중심의 전통적 지역공간구조에서 비롯되어 현행의 도시적 공간구조의 특성이 반영되고 있다.
둘째, 지역축제의 조직 및 주체구조는 중앙 및 지방정부와 이들 정부관련 단체로 구성되는 정부부문, 지역 내·외 상인과 소비자로 형성되는 시장부문, 시민 및 시민단체 등의 시민사회부문의 구성요소들로 이루어진다. 강릉단오제에서 이들 조직 및 주체구조는 시민과 정부와 시장상인들로 구성된 축제기획 및 운영조직으로서 강릉단오제위원회가 있으며, 행위조직으로서 강릉단오제보존회 및 기타 지역단체, 상업적 조직으로서 상인과 시민들로 구성되는 난장 등이 있다.
셋째, 지역축제 행위구조는 각 조직 및 주체들에 의해 이루어지며, 이들은 행사의 기획, 관리, 운영, 소비 및 공급 주체에 의한 축제행사장 및 영향권내의 시장형성과, 시민 및 주요 행위자 들에 의한 연행적 행위들을 포함하고, 이들 행위들은 서로 유기적 관계성을 지닌채 함께 행해진다. 강릉단오제의 행위구조는 강릉단오제위원회 및 강릉시, 그리고 문화원에 의한 운영 및 관리행위, 그리고 시장상인과 축제방문객 들에 의해 형성되고 유지되는 난장이 있으며, 주요 연행적 행위로는 신주빚기부터 산신제, 영신제, 송신제, 단오굿, 관노가면극 등 전통문화적 공연을 중심으로 하고 있으며, 이외에 현대문화적 특성의 다양한 부대행사들이 함께 행해지고 있다. 이와 같은 축제행사로서 다양한 행위들은 기존에는 지역내 행사로서만 제한되어 있었으나 점차 전국 및 세계적 교류가 활발해 지고 있는 추세이다.
넷째, 이와 같이 지역적 배경을 바탕으로 형성된 축제는 그 조직 및 주체들에 의해 행위가 이루어지고, 그에 따라 지역에 가져다주는 효과는, 지역주민 스스로의 참여활동 및 주민주체적 자치활동을 추구, 지역간 교류의 증대 및 지역경제 활성화와 지역주민소득 증대, 그리고 지역문화의 발전과 지역정체성 형성, 축제의 경관적 재현 등이라 하겠다.
그러나 이러한 지역축제의 생산구조는 그 형성과 진행과정에서 구성 조직 및 주체들간에 운영의 주도권, 시장상권 형성, 사회문화적 주제성, 경관형성 등의 과정에서 다양한 갈등관계를 수반하고 있으며, 이들 갈등의 해소과정을 통하여 지역개발 효과를 이끌어 내고 있다.
Ⅱ. 경험연구의 함의
·지역축제 생산구조적 함의
본 논문의 문화적 지역개발 전략으로서 지역축제의 생산구조에 관한 연구가 가져다주는 함의는 다음과 같다.
첫째, 새로운 지역개발 전략으로서 문화적 지역개발 전략의 필요성 및 가능성의 인식이다. 지역개발의 궁극적 목표인 삶의 질 향상을 위해서 지역공간 변화에 따른 새로운 지역개발 전략을 모색해야 하며, 그 대안으로 문화적 지역개발전략의 필요성과 가능성을 인식하였다는 점이다.
둘째로 지역축제를 통한 지역개발목표 성취를 위해서는 올바른 지역의 문화성과 역사성을 인식하고, 지역축제의 행위를 위한 조직, 축제행위, 효과 등 지역축제 생산구조의 바른 이해와 진행이 이루어 져야 한다.
·지역공간적 함의
연구의 결과가 주는 지역공간적 함의는 지역사회를 형성하고 있는 각 부문들의 종합적 관점에서 구조적 분석과 대안마련이 필요하다는 것이다.
우선, 강릉단오제가 보여주는 정치적 측면의 지역축제는 지방의 자주적 독립성과 지역주민 참여를 통한 지방자치 및 참여민주주의 시현을 위한 구조 및 노력을 보여주고 있으며, 아울러 지역공간 속에서 지역적 정치권력적 특성과 갈등을 함께 보여주고 있다. 따라서 지역공간내 권력구조의 올바른 이해와, 지역사회 정치적 구성요소들의 바른 축제적 행위를 이끌어 낼 필요가 있다.
둘째로 강릉단오제는 지역공간 속에서 지역소득 향상과 지역경제 활성화를 위한 노력을 통하여 지역경제에 이바지하고 있다. 반면 각종 지방적 여건들에 의하여 소득효과의 미비 및 소득의 역외 유출 등을 보여주기도 한다. 따라서 축제형성에 영향을 미치는 지역경제구조의 바른 이해와 축제를 통한 효율적 경제효과 발생노력을 증대시켜야 한다
셋째로 강릉단오제는 지역의 다양한 문화성 등 지역적 성격을 바탕으로 형성되며, 따라서 강릉의 정체성 형성과 지역화합을 추구하는 형태의 사회문화적 발전지향구조를 지니며, 다양한 계층간의 갈등 및 차이를 보여주기도 한다. 따라서 지역사회의 문화성과 지역성, 그리고 이들이 지역축제에 작용하는 과정 및 결과를 제대로 파악하여 지역정체성 형성 및 지역화합에 기여할 수 있도록 하여야 한다.
넷째로, 지역의 공간환경적 측면에서 볼 때 지역축제는 지역의 경관성으로 재현된다. 그러나 현재의 지역정체성과 축제형성의 문화적 정체성이 서로 상충되면서 지역경관성의 갈등을 야기하기도 한다. 따라서 축제의 지역공간적 경관성으로 재현은 지역문화의 바른 이해와 그에 따른 정체성의 바른 형성이 전제되어야 한다.

Ⅰ. Summary of research results
The study purposed to examines strategies for cultural development as a part of regional development in the change of regional space, to understand local folk festivals as a means of cultural development, and to analyze the constructive production structure of local folk festivals and its regional effects.
In order to analyze the production structure and effects of local folk festivals, we carried out an experiential research using Gangneung Dano Festival as a case. The results of this study are as follows.
The production structure of local folk festivals including Gangneung Dano Festival can be divided into for sub structures festival formation and background structure, organization and operator structure, festival activity structure and regional effect structure from the political, economical, socio cultural and spatial environmental aspects.
First, the formation and background structure of local folk festivals reflects the local political structure and order, which are the components of the economical aspect, local industrial structure in the economical aspect, the locality of local traditional and contemporary culture in the socio cultural aspect, and natural and geographical situations in the spatial environmental aspect. These factors interconnect with one another and form maintain local folk festivals. The formation and background structure of Gangneung Dano Festival reflects, in the political aspect, the centralized ruling structure and local power structure centering on local clans and aristocratic class in the past, and local political structure based on the concept of governance with the increasing importance of civil society in the present. Moreover, in the local economical aspect, the formation and background structure of Gangneung Dano Festival reflects industrial structure centering on agriculture and fishery in the past to industrial structure centering on commerce pursuing post industrialism in the present. In addition, it is deeply rooted into fortune seeking religions for securing local welfare and overcoming disasters based on local folk beliefs centering on the altar for a tutelary deity. In the spatial environmental aspect, the formation background of Gangneung Dano Festival reflects the traditional local space structure centering on farm villages, fishing villages and mountain villages in the past and the current urban space structure in the present.
Second, the organization and operator structure of local folk festivals is composed of the governmental sector formed with the central and local governments and relevant governmental organizations, the market sector formed with local merchants and consumers, and the civil society sector formed with citizens and civil organizations. In Gangneung Dano Festival, the organization and operator structure has the Gangneung Dano Festival Committee composed of citizens, the government and market merchants as a festival planning and steering organization, the Gangneung Dano Festival Preservation Committee as an acting organization, and Nanjang composed of merchants and citizens as one of local and commercial organizations.
Third, the acting structure of local folk festivals is formed by organizations and operators. The acts include the formation of markets in the sites of the festivals and their surroundings by the planners, managers, operators, consumers and suppliers of the events and joint actions by citizens and major actors. These acts are done jointly in organic relations with one another. The acting structure of Gangneung Dano Festival is formed with the operating and managing acts by the Gangneung Dano Festival Committee, the Gangneung City Office and the Gangneung Cultural Center, and Nanjang formed and maintained by market merchants and festival visitors. Major joint acts are mainly traditional cultural performances such as Sinjubitgi, Sansinje, Yeongsinje, Songsinje, Danogut and Gwanno Mask Play and, additionally, there are various incidental events related to modern culture. Such various acts as festival events have been limited to local functions but are gradually increasing exchange with other provinces in the country and other regions in the world.
Fourth, festivals formed with such local background include acts performed by the organizations and main operators, and the effects of these acts on the locality are local residents’ voluntary participation in activities, local residents’ independent self governing activities, increasing exchange among localities, the activation of local economy, the rise of local residents’ income, the development of local culture, the establishment of local identity, the scenic reproduction of festivals, etc.
However, the production structure of local folk festivals involve various conflicting relations with regard to the initiative of operation among organizations and operators, the site of markets, social cultural subjects, the formation of landscape, etc. in the process of forming and executing the festivals, and the effects of regional development are derived from the process of resolving these conflicts.
Ⅱ. Implications of the experiential research
· Implications for the production structure of local folk festivals
Implications of this study on the production structure of local folk festivals as a strategy for cultural regional development are as follows.
First, the results of this study implied the necessity and possibility of a strategy for cultural development of localities as a new regional development strategy. For the improvement of life quality, which is the ultimate goal of regional development, we need to look for a new regional development strategy in response to the change of regional space and, as an alternative of regional development strategy, this study recognized the necessity and possibility of a strategy for cultural development of localities.
Second, in order to achieve the goals of regional development through local folk festivals, we must recognize the cultural and historical values of local folk festivals, and understand the production structure of local folk festivals such as organizations for executing local folk festivals, festival acts and festival effects.
· Implications for regional space
An implication of the results of this study for regional space is that we need to do structural analysis and prepare alternatives from a general viewpoint comprehending all sectors composing the local society.
First, as we can see in the political aspect of Gangneung Dano Festival, local folk festivals have structure and efforts to attain self governing and participative democracy through the autonomy of localities and local residents’ participation and, in addition, they show the characteristics and conflicts of local political power in regional space. Accordingly, it is necessary to promote correct understanding of power structure in regional space and to draw right festival acts by political elements in the local society.
Second, Gangneung Dano Festival is contributing to local economy through efforts to raise local income and activate local economy in regional space. On the other hand, there are several local conditions that hinder the income effect of the festival and leak income outside the locality. Accordingly, it is necessary to analyze and understand local economic structure affecting the formation of festivals and to increase efforts to produce economic effects through the festivals.
Third, Gangneung Dano Festival has been formed based on locality including various local cultures. Thus it has a structure pursuing sociocultural development to establish the identity of Gangneung and to promote solidarity among residents. On the other hand, it shows conflicts and differences among various classes. Thus, it is necessary to examine the culture and locality of the local society, the process that these factors work on local folk festivals and the results of the process, and to make the local folk festivals contribute to the establishment of local identity and local solidarity.
Fourth, in the local spatial environmental aspect, local folk festivals reproduce local landscape. However, the current local identity conflicts with the cultural identity for festival formation and, as a result, sometimes causes conflicts in local landscape. Accordingly, the reproduction of festivals as local landscape must be preceded by the correct understanding of local culture and the right establishment of local identity based on the understanding.
