재정분권과 성장 -지역경제 성장을 위한 재정분권 정책수단의 모색- = Fiscal Decentralization and Regional Economic Growth: Pursuing the Policy Instruments of Fiscal Decentralization for Regional Economic Growth

국문 초록 (Abstract)

본 논문은 재정분권과 경제성장간의 관계를 실증적으로 분석하고, 그 결과를 토대로 지역경제 성장에 기여할 수 있는 재정분권의 제도적 장치와 정책적 수단을 강구하는데 그 목적을 두고 있다. 이를 위해 재정분권과 경제성장간의 관계를 국가단위와 지역단위에서 시계열분석과 패널분석을 통해 접근하고 있다. 이 과정에서는 계량적으로 측정이 가능한 재정분권지수를 개발하는 한편 전통적인 내생적 생산함수(endogenous production function)를 토대로 기본변수인 자본·노동 변수에 재정분권 변수와 기타 변수가 추가되는 확장형 모델이 활용되었다. 분석결과 재정분권과 국가경제성장은 무관한 것으로 나타난 반면 재정분권과 지역경제성장간에는, 다소 논란의 여지가 있지만, 일정한 함수관계가 존재하는 것으로 나타났다. 하지만 분석에 필요한 미시자료와 질적 통계가 충분히 뒷받침되지 못한 점을 인식할 때, 본 연구의 결과가 함축하는 바는 일정한 한계를 가질 수밖에 없다. 그리고 본 논문은 분석결과를 인식하면서 정부간 재정관계(intergovernmental fiscal relations)의 정책수단들과 지방자치단체의 세입·세출변수 및 각종 재정관리제도 등을 중심으로 지역경제의 활성화에 기여할 수 있는 합리적 방안을 모색하고 있다.

The purpose of this study is to pursue desirable ways for the policy designs and instruments for the Korean fiscal decentralization after analyzing the functional relations between regional economic growth and fiscal decentralization. According to the results of the analyses based on the regression models developed by the study, the followings are considered as major findings: (1)there seems to be no evidence for the positive relations between fiscal decentralization and regional economic growth in the national level, however, (2)there are evidences for the positive relations between fiscal decentralization and regional economic growth in the regional level, using the panel data. Nevertheless, further through analyses with quality micro-data and refined model specifications are required to have a concrete evidences on the causational relations of fiscal decentralization to the regional economic growth in Korea.
