신자유주의와 대안적 복지정책의 모색

국문 초록 (Abstract)

신자유주의적 세계화는 시장과 효율을 앞세우며 선진 자본주의가 이룩한 주요한 성 과중의 하나인 복지사회를 해체하려 하고 있다. 경쟁과 개인주의가 강조되는 대신 사회적 평등과 연대는 줄어들고 있으며, 계급적, 계층적 갈등은 점점 심화되고 있다. 이글은 이러한 신자유주의에 맞서 어떠한 대안적 복지정책들이 있어야 하는가를 시론적으로 탐색하고 있다. 여기서 다루고 있는 대안의 주요내용은 소득불균형의 시정 및 재분배의 확대, 고용정책 및 노동시간의 축소 그리고 사회보장체계와 관련한 몇 가지 개혁방안, 조세개혁 등이다. 검토된 대안들 중 일부는 당장 그 실현 가능성에 있어서 논란이 될 수 있으나, 거시정책적 기본 방향을 함께 고민해보자는 의미에서 과감히 다루어보았다.
한편 신자유주의에 대한 효율적 대응은 결국 정치적, 이데올로기적 투쟁이 병행될수밖에 없는바 논문의 말미에서는 신자유주의에 대항하는 국내적, 국제적 연대의 가능성, 특히 유럽 차원의 연대 가능성을 살펴보았으며, 나아가 정치교육과 헤게모니 장악의 중요성을 역설하였다.

다국어 초록 (Multilingual Abstract)

This paper attempts to examine an alternative social policy in the Context of neoliberalistic globalization. Reviewing the negative results caused by neoliberalistic social policy, this study attempts to find alternatives, especially in the reform of distribution, employment, worktime, and the social security system. Concerning distribution, the study suggests a reform of the succession tax on the one hand, and strengthening of the progressive income-tax on the other, which will lead to an enlargement of financial resources for active social policies. In relation to the employment problem, it is no longer expected that economic growth will stimulate the creation of jobs at the work place. Therefore, the solution to unemployment can only be found if there is an equal and rational redistribution of the total worktime of society by continuously reducing worktime and prohibiting overtime. Applying the results of a comparative analysis of the social security systems of Denmark and Germany, this study proposes that a “universalistic” security system can contribute more to enlarge solidarity and equality among the members of society than “Bismarck’s welfare model” can. In conclusion, the study attempts to search for the possibility of both the domestic and the international solidarity against neoliberalism, especially at the dimension of EU, and concludes that it is necessary and urgent to strengthen political education and “hegemony struggle.”
