성인 돌봄서비스 품질관리제도의 다양한 모습 = 스웨덴, 영국, 미국, 싱가포르, 일본, 한국의 비교를 중심으로

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore the pictures on quality assurance system of social care services and related factors in Western and Eastern countries. Since social care services are delivered by direct physical contact, securing safety and respect is foremost important. For this reason, quality management scheme is essential for running social care services. By comparing six countries, this study examined these aspects.
The result shows that the national pictures of quality assurance systems since 1990 are categorized into three types. First type sets the purpose of national quality system mainly on the protection of service users from for-profit providers and promotion of user choice among diverse providers (UK and Sweden). Second type promotes quality system based on voluntary participation of providers. In this type, marketization and privatization are regarded as tools for quality assurance (US and Japan). Third type considers the quality system as bureaucratic control scheme to enhance efficiency and responsibility of service providers (Singapore and Korea).
But the pictures of quality management of these countries can’t be attributed to any single factor. It seems that political environment, culture of government administration, citizen’s expectation to the role of state, development level of social care services are all related to present picture of quality system.
