국문 초록 (Abstract)

EU와 라틴아메리카지역은 오랜 역사적·언어적·문화적·경제적 관계를 바탕으로 상호 호혜적인 파트너십 모델을 구축해오고 있다. 1999년 EU-라틴아메리카 전략적 동반자관계의 맥락에서 2006년 결성된 유럽-라틴아메리카의회인 EUROLAT은 초국가적 기구로서의 성격을 가지며, EU와 라틴아메리카 및 카리브 공동체(CELAC) 사이의 지역의회간 대화와 협력을 보다 촉진하기 위해 출범하였다. 이러한 의회 간 협력 모델은 환대서양적(Trans-Atlantic)인 성격을 가지고 있으며, 이는 지역간주의(intergovernmentalism)의 틀 속에서 형성되고 있다. 이처럼 EU와 라틴아메리카의 협력은 단순히 정부나 외교 차원에 국한되지 않으며, 의회간 대화 등을 통해 더욱 진화하고 있다. 그럼에도 불구하고 이러한 환대서양적 의회간 협력 모델에 대한 선행연구는 매우 부족한 실정이며, 특히 국내에서는 관련 연구가 부재하다. 이러한 맥락에서 본 연구는 지역간주의의 틀 속에서 EU와 라틴아메리카 의회간 관계, 즉 EUROLAT의 과거와 현재 발전 과정 및 앞으로의 도전·기회요인을 조명하는 것을 주요 목적으로 하는 시론적 연구의 성격을 갖고 있다. 이 연구는 EU와 라틴아메리카 간 협력, 즉 EUROLAT이 어떻게 의회간 대화를 통해 협력을 촉진하고 양 지역의 관계를 발전시키는지에 대한 이해를 제공한다는 점에서 의의가 있다고 사료된다.

다국어 초록 (Multilingual Abstract)

The EU and Latin America have been building a mutually beneficial partnership model based on long-standing historical, linguistic, cultural, and economic relationships. In the context of the EU-Latin America Strategic Partnership established in 1999, the Euro-Latin American Parliamentary Assembly (EUROLAT) was created in 2006 as a supranational institution to promote dialogue and cooperation between the EU and Latin America, including the Community of Latin American and Caribbean States (CELAC). This inter-parliamentary cooperation model has a transatlantic nature and is formed within the framework of intergovernmentalism. Despite the evolving nature of this transatlantic inter-parliamentary cooperation model, there is a significant lack of prior research on the topic, particularly within domestic contexts. In this context, this study takes on the character of a scholarly research aimed at shedding light on the past and current development of the inter-parliamentary relationship between the EU and Latin America, specifically focusing on EUROLAT. The study aims to provide an understanding of how EUROLAT, within the framework of intergovernmentalism, fosters cooperation and advances the relationship between the EU and Latin America. Therefore, this research is significant in filling the gap of knowledge regarding the transatlantic inter-parliamentary cooperation model and offers insights into the challenges and opportunities that lie ahead. By examining the past and present development of EUROLAT, the study contributes to the understanding of EU-Latin America cooperation and how inter-parliamentary dialogue can promote and enhance the relationship between the two regions.
