한국 가족복지정책의 재조명 : 개혁방향의 모색 Inquiry of problems and the direction of development = A Review of Korea Family Welfare Policy

국문 초록 (Abstract)

이 연구는 혼란스럽게 전개되고 있고 오히려 퇴보의 길을 걷고 있는 한국의 가족복지정책을 재조명하여 그 문제점을 파악하고 발전의 방향을 제시하는데 목적이 있다. 한국 가족복지정책이 발전하지 못하고 퇴보하는 이유를 기본적으로 가족복지정책의 철학 부재와 우리 나라의 복지정책과 행정 수준의 문제, 그리고 정책개혁을 위한 힘의 부재라는 문제로 집약하여 분석해 보고, 이의 개선방안을 실천의 방향에서 모색하고자 한다. 이러한 연구과제를 수행하기위한 본 연구의 구성은 다음과 같다. Ⅱ장에서 가족복지정책의 필요성과 성립조건으로 가장 기본이 되는 가족관과 가족기능에 입각하여 가족복지정책적 함의를 조망하고, 우리 나라 정부의 입장을 비판적 입장에서 고찰하고자 한다.Ⅲ장에서 가족복지정책의 정의와 범주를 재조명하면서 한국의 가족복지정책의 문제점을 분석하고, Ⅳ장에서 보건복지부의 가족복지정책의 방향과 문제점을 분석하고 그 대책을 고찰한다. 끝으로 Ⅴ장에서는 그 동안 많은 개선방안이 제시되어 왔음에도 불구하고 발전이 이루어지지 않고 있는 한국가족복지정책의 발전방안을 가족복지정책의 실천방안이라는 측면에서 그 방향을 모색하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this article was to review the Korea family welfare policy disorderly unfolding and even going backward in order to present the direction of development through the grasp of the problems.
This article examined the reason that couldn't develop the Korea family welfare policy in practical direction of improvement after the intensive analysis of the problems of welfare policy and the level of administration and the lack of basic mind(philosophy)of family welfare policy and power for the policy innovation.
The contents were as follows:
1) In chapter Ⅱ, it prospect implication of family welfare policy based on family view and function to satisfy the necessity and hypothesis of family welfare policy and examines critically the view of government.
2) In chapter Ⅲ, it analyzes the problems of the Korea family welfare policy reviewing the definition and category of family welfare policy.
3) In chapter Ⅳ, it analyzes the problems of the Ministry of Health and Welfare and examines the alternative plan.
Finally, In chapter Ⅴ, despite of the fact that there were a lot of presentation of the improvement plan, it examines the direction of development plan of the Korea family welfare policy in device of practice.
