정보보안 정책 저항에 대한 사회적 통제의 영향: 조직 공정성 분위기와 가치 일치의 역할 = The Impact of Social Control on Information Security Policy Resistance: The Role of Organizational Justice Climate and Value Congruence

국문 초록 (Abstract)

조직 내부자에 의한 정보 자원 노출 사고가 증가함에 따라, 조직들은 내부의 보안 정책을 강화하고 있다. 강력한 정보보안 정책은 단기적 측면에서 보안 목표를 달성할 수 있으나, 조직원의 저항을 일으킬 수 있다. 본 연구는 사회적 유대감을 통한 범죄 억제 조건을 설명한 사회적 통제 이론을 적용하여, 내부자의 정보보안 정책 저항을 억제하는 방안을 마련하고자 하였다. 이에, 정보보안 정책을 보유하고 실제 운영 중인 기업에 근무하는 조직원을 연구 대상으로 설정하고 설문을 하였으며, AMOS 22.0과 SPSS의 PROCESS 3.1 매크로를 적용하여 가설 검증을 하였다. 검증 결과, 조직의 공정성 분위기가 사회적 통제 요소(애착, 몰입, 관여)들을 통해 정책 저항을 억제하는 조건임을 확인하였다. 또한, 개인의 가치 일치가 애착 및 관여와 상호작용 효과를 가져 정책 저항에 영향을 미치는 것을 확인하였다. 연구 결과는 조직원의 보안 정책 저항을 감소시키기 위한 메커니즘을 제시함으로써, 역설적으로 조직 내부자의 보안 참여 수준을 높이기 위한 전략 수립에 도움을 준다.

As incidents of information resource exposure by insiders continue to increase, organizations are strengthening their internal information security (IS) policies. Although robust IS policies can achieve the organization's IS objectives in the short term, they may cause resistance among employees who must carry out the actual IS compliance activities. This study aimed to devise measures to suppress insiders' resistance to IS policies by applying social control theory, which explains crime deterrence conditions based on social bonds. This study conducted a survey targeting employees in companies actively operating IS policies, and tested hypotheses using AMOS 22.0 and the PROCESS 3.1 macro. The verification results confirmed that the IS justice climate of an organization serves as a condition to suppress IS policy resistance through social control factors, such as attachment, commitment, and involvement. Additionally, it was confirmed that IS value congruence interacts with attachment and involvement, affecting IS policy resistance. These findings contribute to formulating strategies that paradoxically enhance organizational insiders' participation in IS policy by presenting mechanisms to reduce their IS policy resistance.
