      1939년 독일과 소련의 외교 관계 재검토

      During the cold war, western orthodox interpretations estimate that in 1939 the Soviets negotiated openly with Britain and France and secretly with the Germans. Thus the policy of soviet’s collective security was not the real policy but the disguised tactics of the Soviet Union. According to this interpretations, the contacts of Merekalov-Weizsacker on April 17 and Schnurre-Astakhov on May 5 and Astakhov-Schnurre on May 17 which have suggested the soviet’s positive detentes confirms this points.
      But the soviet documents published after the end of the cold war sharply contrasted the contents of three contacts that had depended on the german foreign policy documents. Thus we did not know which documents was true. Though the german documents have partially reflected the will of german diplomats who have hoped the political detente, the cause of this documentary differences was the personal conduct of Merekalov and Astakhov who have pursued the detente with the germany in contrast to the Triple Alliance Negotiations. The roots of problems was that the contents that Merekalov and Astakhov had conveyed the german diplomats differed from the contents that They had reported to the Soviet Union.
      Thus the german foreign office that have thought that the Soviet Union had suggested the detente was embarrassed in the face of soviet’s non-policy until mid-August 1939. In fact the Soviet Union have demonstrated the first sign of talks with the germans through the Molotov’s directive on August 11. The Soviet Union have decided to negotiate with the germany after the failure of the military talks with Britain and France on August 14. Thus the real negotiations have begun from August 15.
