비소망산출물이 존재하는 경우 지방공기업의 생산성 및 기술혁신 평가: 도시개발공사에 대한 Malmquist-Luenberger 생산성지수의 적용.

국문 초록 (Abstract)

본 연구에서는 투입산출지향적 맘퀴스트-루엔버거 생산성지수(Malmquist- Luenberger productivity index)를 사용하여 2007년부터 2011년까지의 16개 광역자치단체 도시개발공사들의 생산성변화와 효율성변화, 기술변화를 비소망산출물을 포함하여 측정하는 한편 동태패널자료모형(dynamic panel data model)에 대한 연립일반적률법추정량(system GMM estimator)을 사용하여 생산성변화와 효율성변화, 기술변화의 영향요인을 분석한 후 학문적․정책적 시사점을 제시하였다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 도시개발공사의 생산성이 2007년부터 2011년까지 4년 동안 연평균 8.4% 감소하였다. 둘째, 기술효율성이 2007년부터 2011년까지 연평균 11.5% 증가하였다. 셋째, 기술수준이 2007년부터 2011년까지 연평균 17.8% 감소하였다. 넷째, 도시개발공사의 생산성이 감소한 근본적인 원인은 효율성보다 기술진보의 감소에 있는 것으로 평가된다. 이것은 도시개발공사의 생산성을 높이기 위해서는 특히 기술혁신에 역점을 둘 필요가 있다는 것을 시사한다. 다섯째, 광역자치단체의 인구가 5% 유의수준에서 생산성변화에 유의미한 양(+)의 영향을 미치고 지역내총생산이 유의미한 음(-)의 영향을 미친 반면 재정자립도와 관료제 및 법률적 제약요인, 물건비비율은 유의미한 영향을 미치지 않았다. 여섯째, 인구와 재정자립도가 5% 유의수준에서 효율성변화에 유의미한 양(+)의 영향을 미치고 지역내총생산이 유의미한 음(-)의 영향을 미친 반면 관료제 및 법률적 제약요인과 물건비비율은 유의미한 영향을 미치지 않았다. 일곱째, 재정자립도가 5% 유의수준에서 기술변화에 유의미한 음(-)의 영향을 미친 반면 인구와 지역내총생산, 관료제 및 법률적 제약요인, 물건비비율은 유의미한 영향을 미치지 않았다. 마지막으로 2010년의 기술변화가 5% 유의수준에서 2008년보다 약 13.7% 증가하였다.

Using the non-oriented Malmquist-Luenberger productivity index, this study measured the productivity change, technical efficiency change and technical change of the sixteen urban development corporations in Korean wide-area autonomous entities consisting of metropolitan cities and provincial governments from 2007 through 2011, analyzed factors influencing productivity change, efficiency change and technical change using the system generalized method of moments estimator for dynamic panel data models, and then suggested academic and policy implications. The results of this paper are summarized as follows. First, the productivity of urban development corporations decreased by an annual average of 8.4% from 2007 through 2011. Second, technical efficiency increased by an annual average of 11.5%. Third, technology decreased by an annual average of 17.8%. Fourth, a fundamental cause why the productivity of urban development corporations decreased is evaluated to be due to decrease in technical progress rather than efficiency. This implies that special emphasis needs to be placed on technical innovation to enhance the productivity of urban development corporations.
