대한지적공사를 사례로한 공공기관에서의 GIS업무 추진에 관한 연구 = A Study on the GIS Service Drive in the Public Institution from the Example of the Korea Cadastral Survey Corporation

국문 초록 (Abstract)

우리나라는 토지를 지적공부에 등록하거나 등록된 경계를 지표상에 복원할 목적으로 실시되는 국가사무인 지적측량을 대한지적공사와 지적측량업 등록을 마친 지적측량수행자가 나누어 실시하고 있다. 이중 대한지적공사는 지적측량과 지적제도에 관한 연구를 수행하기 위하여 설립되었으며(지적법 제41조의 9(대한지적공사의 설립)
지적법에 의한 사업을 효율적으로 추진함으로서 국민의 재산권보호와 지적측량기술의 개발 및 지적제도의 발전에 기여함을 목적으로 하고 있다.(대한지적공사 정관 제1조(목적))
대한지적공사는 1938년 1월 24일 재단법인 조선지적협회를 창립되어 1977년 대한지적공사로 명칭을 변경하고 민법에 의한 재단으로 운영되다 2004년 1월1일 지적법 개정과 동시에 지적법에 의한 특수법인으로 전환되어 현재에 이르고 있다.
2003년까지 대한지적공사는 지적측량을 우리나라에서 독점하여 전담대행(구 지적법 제28조 2항)하였으나 이러한 조항이 국민의 직업선택의 자유 등을 침해한다는 취지의 위헌 결정이 헌법재판소에서 내려짐에 따라(2002.5.30 헌법재판소 전원재판부 결정(2000헌마81))2004년 1월부터 개정되어 시행된 지적법(2003.12.31에 법률7036호로 개정되었으며 헌법재판소의 헌법불일치 결정 취지에 따라 개정되게 되었다.)에서는 경계점좌표등록부가 비치된 지역에서의 지적측량과 도시개발사업등이 완료되어 실시하는 지적확정측량은 지적측량업 등록을 마친 수행자와 양분하여 실시하고 있다.
헌법재판소의 위헌결정 이후 개정된 지적법에서는 대한지적공사의 설립에 대한 조항을 마련함으로 공사는 명실상부한 개별법에 의한 공기업으로 재탄생하게 되었으나 그동안 전담하여 수행하던 지적측량을 민간업자도 실시할 수 있게 되어 경영환경에 또 다른 변화를 맞게 되었다.
그리고 공사의 주된 수입원인 지적측량수수료는 행정자치부장관이 매년 결정하여 고시하게 되는데 수수료를 과소 또는 과대하게 받는 것 또한 엄격히 금지하고 있어 공사로서는 지적측량업무량이 감소하면 정부로부터 어떠한 재정적 지원이 없는 현 상태에서는 존폐의 위기까지 초래할 수 있는 심각한 상황을 맞을 수도 있게 되었다.
따라서 공사는 이러한 변화에 따라 경영환경에 어려움이 뒤따를 것으로 예상돼 모로코와 라오스등 해외시장 진출을 시도하고 있으며 기존 지적측량업무뿐만 아닌 사업다각화 등 수입원 확보를 위한 대책을 다양하게 마련하고 있다.
이러한 대책중 다양한 형태의 지리정보를 효율적으로 수집하여 분석하는 GIS시장 으로의 진출도 중요하게 인식되고 이에 대한 추진 방안의 필요성이 제기되어 첫째, 기존 지적측량을 중심으로 GIS를 활용한 새로운 시장을 창출하는 방안을 모색하고 둘째, GIS사업 추진에 따른 공공기관 변화의 벤치마킹을 통한 추진하고자 하는 사업의 성공을 위한 대한지적공사의 제도 및 조직 등의 효율적 개선안에 대하여 연구하며 셋째, 기술과 인력, 장비 등 기존 인프라를 최대한 활용한 최적화 방안 등을 마련하고자 한다
이를 통해 공기업인 대한지적공사에서 GIS사업을 통해 공공의 복리를 증진하며 재정적 수익 극대화를 모색하여 강한 경쟁력을 확보할 수 있는 대안을 마련하는데 이 연구의 목적을 두고 있다.

다국어 초록 (Multilingual Abstract)

As the modern society becomes complex and diverse, various social problems occurfrom the unsystematic and inefficient management of the information about the structures existing on the surface and under the ground of the national land.
Emerging is theneed of the geographic information system whose spatial data and their related attributes of the geography and topography existing in the national land are stored and managed in PCs, therefore.
Using this system enables us to not only cope with the accidents and disasters quickly but also contribute to enhancing the efficiency of services in each social field such as the national land planning, administration, road management, military, social safety, environment, etc.
This study has tried to come up with a solution to drive such system efficiently in a public institution, which would be able to bring in considerable benefits to the life of nation in the future.
The example of GIS service drive in the Korea Cadastral Survey Corporation, used to be an exclusive agency for the cadastral survey of our nation but having difficulty in itsmanagement environment from opening the cadastral survey market after the amendment of the Cadastral Act among other public institutions has mainly been studied.
In order to undertake the study, the services to be driven in the Korea Cadastral Survey Corporation forincreasing the future public welfare as well as the present state of GIS utilization and its performance in the government, regional bodies and public institutions have been identified.
The study result has shown a desirable drive should be building a solution to register the information for the topography including buildings, etc. in the nationwide cadastral map in link with the National Geographic Information System (NGIS) in the Korea Cadastral Survey Corporation.
For the purpose of carrying out such services, first of all, an exclusive service department composed of specialists inside and outside the Corporation other than the existing departments within the Corporation has to be established. An active effort should also be exerted to provide the knowledge and the technological education about GIS for the current employees through the internal training, external contract training, and so on. The employment for those majored or experienced in the related fields in the recruitment as well as in the current staff engaged in the GIS service has to be extended as well.
In addition, the study has shown that the computers for measurement may be utilized actively from the equipment currently in use to save the investment in the budget and the software should be supplemented, developed appropriately to the service environment.
With such GIS service drive for the public welfare in the Korea Cadastral Survey Corporation, it may play a leading role in the forthcoming ubiquitousage with the most accurate information for the national land to the whole nation by contributing considerably to NGIS service driven by the government as well as providing tremendous convenience in the life of our nation.
