재난관리역량 강화를 위한 고위험 재난유형 및 대상지역 선정방안에 관한 연구 = Selecting the Types of High Risk Disasters and the Target Area for Enhancing Disaster Management Capabilities - A Case Study on Ulsan Metropolitan City, South Korea -

국문 초록 (Abstract)

본 연구는 효율적 재난관리역량 강화를 위하여 지자체(시·도 및 시·군·구)에서 최우선으로 분석해야 할 고위험재난유형 및 분석대상지역 선정을 돕는 가이드라인 개발에 목적이 있다. 미국의 Comprehensive Preparedness Guide, CPG201(포괄적 재난대비 안내서) 내 Threat and Hazard Identification and Risk Assessment(위협·위험요소 파악 및 위험평가)의 1단계 과정인 Identify the Threats and Hazards of Concern(지역사회에 상당한 영향을 끼치는 위협 및 위험요소 파악)을 근거로 울산광역시의 사례적용을 위해 국내 정부기관 보고서인 재난연감, 재해연보 및 각종 통계자료 분석과 사회적 합의 도출 과정을 진행하였다. 이를 통해 : ① 재난관리역량강화 대상지역 선정 방안, ② 울산광역시내 지역재난발생 위험분석, ③ 분석대상지역 선정협의 도출 과정, ④ 고위험 재난유형 선정 협의 도출 과정 등, 분석대상 고위험 재난유형 및 지역 선정 프로세스를 제시한다. 또한 최종결과로써 울산광역시 내역량강화대상지역 및 고위험재난유형을 제시한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to develop a guideline which could help local autonomous entities to enhance their disaster management capabilities efficiently. Based on the Threat and Hazard Identification and Risk Assessment(THIRA) process I of the Comprehensive Preparedness Guide(CPG201) from the Homeland Security, USA, we deduced a social agreement about selecting the target area and types of disasters in Ulsan Metropolitan City, South Korea by analyzing the government reports such as “재난연감”, “재해연보” and varieties of statistical data, and providing the result to a consultative group (consisting of local emergency managers, related field experts, police, 119 rescue and etc.). In addition, this research suggests the most reasonable and acceptable means of selecting a target area and types of high risk disasters to analyze by conducing the following process : ① the measures to select a target area to enhance its disaster management capabilities, ② the risk analysis on local disasters in Ulsan Metropolitan City, ③ the procedure of deducing social agreement for selecting a target area to analyze ④ the procedure of deducing social agreement for selecting types of high risk disasters and etc. Moreover, this research provides the target area and the types of disasters that Ulsan Metropolitan City should be most concerned to analyze about.
