This study empirically examines the spatiotemporal effects of road undergrounding projects on nearby apartment prices and assesses whether the resulting development benefits are adequately reflected through the property tax system. The analysis focuses on recently opened and completed sections of the Bundang–Suseo Expressway and the undergrounded segment of the Gyeongbu Expressway in Dongtan. While road undergrounding can mitigate negative externalities—such as noise and spatial severance—and generate residential benefits, this study is motivated by the concern that the substantial project costs and the distribution of benefits may not align.
In the empirical analysis, apartment transaction prices are used as a proxy variable for the benefits generated by the projects. First, a simple distance-based regression model is employed to identify the spatial effect of changes in distance from the undergrounded section on housing prices. Second, a difference-in-differences (DID) approach within a hedonic pricing framework is applied to estimate the causal impact of the projects. Third, the magnitude of project-related housing price increases is compared with city-level housing prices and the apartment price index, and the gap between these price changes and property tax levies is analyzed to evaluate whether public-investment benefits are sufficiently captured through the tax system.
The results are as follows. First, the distance-based regression confirms a negative relationship between distance from the undergrounded corridor and housing prices, indicating a distance-decay pattern. Second, the DID estimates show a statistically significant housing price increase of approximately 48.13 million KRW in the 700–1,400m zone near the project corridor. Although the 0–700m zone exhibits a relatively limited increase, the distance-based regression results suggest that the project’s influence extends up to about 1,400m. Third, while the study areas experienced larger price growth than the upper-level local governments and the apartment price index, property tax levies did not sufficiently reflect the magnitude of this appreciation, indicating that the extent of benefit value capture through the tax system is highly limited.
In sum, road undergrounding projects generate tangible development benefits by improving local living environments and increasing nearby housing prices; however, these benefits are not adequately captured within the existing tax system. In particular, the analysis identifies a mismatch in which the benefits of public investment are concentrated in specific areas while indirect fiscal value capture through recurrent property taxation remains limited, suggesting that value increments created by public investment may largely remain as privately retained windfall gains.
This study contributes by empirically demonstrating the spatial concentration of benefits from road undergrounding projects and by identifying the limitations of indirect value capture through property taxation. Future research should closely examine differences between public-investment benefits and tax-based value capture across project types and regional contexts and develop more refined institutional designs and policy measures consistent with the beneficiary-pays principle.
