제1종 지구단위계획 개선방안에 관한 연구 = A Study on Improvement for the First-Class District Unit Planning

국문 초록 (Abstract)

지구단위계획은 다양한 도시계획 수단을 활용해 아름답고 쾌적한 도시환경을 조성하는 데 그 의의가 있으며，도시계획제도에 도입된 지도 불과 10년도 채 안 된다. 그리고 지구 단위계획의 도입은 평면적 계획으로 일관되었던 도시계획이 입체적 계획으로 급속히 변화하고 있다는 것을 의미하기도 한다. 하지만 현재 시행되고 있는 지구단위계획은 기존의 계획이나 사업의 정당성을 확보해주는 지극히 부분적인 활용 수준에 머물러 있는 실정이어서 새로운 도약이 필요한 시점에 와 있다고 하겠다. 지구단위계획，특히 제1종 지구단위계획은 용도지역지구，기반시설，가구 및 획지，건축물 용도 · 밀도 · 형태 · 색채，교통처리，환경 및 경관계획 중 어느 하나만 계획해도 되기 때문에 계획내용과 수준의 차이가 심해지고 또한 사업계획에 의제(擬制)해 처리되는 경우가 상당하기 때문에 도시계획의 일반적인 접근방법이 무시되거나 관리되지 못하는 상황도 공존하고 있는 실정이다. 따라서 본 연구는 광주시에서 시행된 제1종 지구단위계획을 중심으로 지구단위계획이 도시계획제도로 확고한 위상(位相)이 확보될 수 있도록 하는데 목적이 있다.

다국어 초록 (Multilingual Abstract)

District Unit Planning is employed to create beautiful and pleasant environments in cities by utilizing means of urban planning which have used over the last ten years. After District Unit Planning is introduced, Urban Planning is rapidly changing from plane planning to three dimensional planning. However, District Unit Planning that is being enforced at present is presenting extremely partial results only securing fairness of existing plan and project. So, at this stage this planning is in the process of taking another step forward.
Especially, The First-Class District Unit Planning is not to attempt a total restructuring, but rather to focus on planning out at least one of those items, such as zoning, infrastructure, blocks and lots, building use and density, form and color, traffic, environment or view. As It's being done, The difference between plan contents and level is being aggravated. Or, Because project plan is fictitiously managed, there is the occasion that general access methods of urban planning are ignored or improperly managed. Accordingly, these study is to ensure and facilitate the planning process of urban planning centering on the First-Class District Unit Planning which is undertaken in Gwang-Ju.
