국제기구에 있어서 유럽연합의 지위

국문 초록 (Abstract)

국경을 초월하는 도전과 기회가 존재하는 세계화된 세상에서 EU의 대외관계가 점점 더 중요해지고 있다. 유럽연합조약 제47조에 따르면 통일된 EU는 명시적으로 법인격을 가지며, 초국가적인 성질을 가진다. 법인격을 가진다는 것은 국제사회에서 권리를 취득하고 의무를 부담할 수 있는 주체가 될 수 있다는 것이다. 그러나 EU가 권리주체임을 천명하고 있음에도 불구하고 본질적으로 각국 정부의 이해관계를 반영하는 국가간 협의체인 국제기구는 국가에게만 회원자격을 부여하고 있어, EU가 대외관계를 수립하고 형성하는데 많은 제한이 뒤따른다. 이에 본 논문은 국제기구에서 EU의 역할을 살펴보고, 이러한 관계가 어떻게 강화될 수 있을지에 대하여 살펴본다.

다국어 초록 (Multilingual Abstract)

In a globalized world where challenges and opportunities transcend national borders, the EU's external relations are becoming increasingly important. Article 47 of the Treaty on European Union stipulates that the unified EU possesses legal personality and supranational character. Legal personality means it can acquire rights and assume obligations within the international community. However, despite the EU's assertion of being a legal entity, international organizations, which are essentially intergovernmental consultative bodies reflecting the interests of individual governments, only grant membership to states, posing significant limitations to the EU's ability to establish and shape its external relations. Therefore, this paper examines the EU's role within international organizations and explores how these relationships can be strengthened.
