도서등록 · 관리정책의 변화와 실제

국문 초록 (Abstract)

도서(섬)에 대한 영토적 관점의 중요성, 관광레저 목적의 이용가치 증대, 해양생태의 보존적 인식변화, 국토정보 행정인프라 구축 등의 필요성 증가 및 이해관계인의 관심 증대 등으로 인해 도서의 등록 관리정책에 미온적이었으나 최근에는 정책적 중요성이 재조명되고 있다. 따라서 도서등록·관리정책의 변화와 여건(환경)을 검토하여 향후 도서등록 관리정책의 방향성을 모색하는 것이다. 이러한 연구목적을 달성하기 위하여 연구범위는 도서등록·관리정책으로 한정하고, 조사방법은 문헌조사 및 인터넷조사를 통하여 1차 및 2차 자료를 수집하였으며, 접근방법은 서술적 접근방법과 비교론적 접근방법을 병용하였다. 연구결과는 다음과 같은 관점 및 내용에서 도출하고자 하였다. 첫째, 도서등록 · 관리정책과 접근 틀은 도서등록 · 관리정책의 의의, 도서등록 · 관리정책의 변화요인, 선행연구, 접근 틀 차원에서 검토하게 된다. 둘째, 도서등록 · 관리정책의 변화와 한계는 각 시기별 도서등록 · 관리정책의 현황을 검토하고 이 과정에서 각 시기별 한계 차원에서 이루어진다. 셋째, 도서등록 · 관리정책의 향후 방향은 각 시기별 한계를 극복할 수 있는 전략적 접근차원에서 검토하게 된다.

다국어 초록 (Multilingual Abstract)

The importance of a territorial view of a island, increase utilization value for tourism and leisure purpose, conservative perception change of marine ecology, due to the increasing necessity of establishing a national land information infrastructure and the increase of interests of stakeholders, although the island cadastral registration management policy was lukewarm, the policy importance has been reexamined recently. Therefore, we will examine changes and conditions (environment) of a island cadastral registration management policy and look for direction of a island cadastral registration management policy in the future. In order to achieve these objectives, research scope is limited to a island cadastral registration management policy. The primary and secondary source were collected through the reference of literature and internet investigation, and the approach used a descriptive access and a comparative access. The results of this study are as follows; First, the approach framework and a island cadastral registration management policy was examined in terms of significance of a island cadastral registration management policy, factors of change in a island cadastral registration management policy, preceding research, and approach framework. Second, the changes and limitations of a island cadastral registration management policy review the status of a island cadastral registration management policy for each period and this process takes place at the limit level of each period. Third, the future direction of a island cadastral registration management policy will be examined in terms of a strategic approach to overcome limitations of each period.
