공공외교의 디지털 전환을 위한 데이터 아카이브 운용 사례 연구 : 한국학중앙연구원'한국바로알리기'사업을 중심으로

국문 초록 (Abstract)

최근 디지털 환경을 토대로 하는 공공외교, 즉 ‘디지털 공공외교’가 주목 받고 있다. 그러나 공공외교의 디지털화와 디지털 전환이 엄밀히 구분되지 못하고 있고, 공공외교의 디지털 전환에 있어 공공기관의 역할에 주목한 사례연구는 전무하다고 할 수 있다. 이에, 본 논문은 한국학중앙연구원의 ‘한국바로알리기’사업을 중심으로 공공외교의 디지털 전환 요건과 공공기관의 역할을 고찰했다.

서론인 제1장에서는 공공외교의 디지털 전환 현상을 고찰한 연구들을 검토하였다. 제2장은 ‘공공외교’에 대한 정의와, 공공외교 활동이 온라인에서 시스템화 되어 이뤄지는 공공외교의 ‘디지털 전환’ 개념을 검토했다. 제3장에서는 공공외교를 담당하는 여러 공공기관 중 한국학중앙연구원의 한국바로알리기 사업의 디지털 전환 사례를 살핀다. 한국바로알리기 사업의 디지털 전환은 온톨로지 설계, 데이터 아카이빙 두 과정으로 이루어졌다. 한국바로알리기 사업의 온톨로지와 아카이빙 데이터를 분석하고, 네트워크 그래프를 통해 이 아카이브의 확장과 공유를 촉진하는 방안을 모색하였다. 제4장에서는 이 사례의 시사점을 토대로 공공기관이 디지털 아카이빙을 병행하는 업무 수행을 통해 투명성과 효율성을 제고하면서 고객과 공중의 참여를 촉진하여 공공외교의 주체와 활동을 다양화할 수 있음을 제시했다.

다국어 초록 (Multilingual Abstract)

In “public diplomacy,” one of the three elements of the Republic of Korea's diplomacy, “digital public diplomacy," which is based on the recent digital environment, has been attracting attention. Nonetheless, the digitalization and digital transformation of public diplomacy are not strictly distinguished, and there are hardly any case studies focusing on the role of public institutions in the digital transformation of public diplomacy. This paper examined the current status and directions of digital public diplomacy, by analyzing the Understanding Korea Project carried out by the CEFIA at the Academy of Korean Studies.

Chapter 1, which constitutes the introduction, reviewed research studies examining the digital transformation phenomenon of public diplomacy, and showed that there have been attempts to empirically analyze whether digital transformation contributes to a nation's innovation growth, as well as attempts to conceptualize such a phenomenon. Chapter 2 looked at the definition of “public diplomacy” proposed by the Edward Murrow Center for Public Diplomacy, and the concept of digital transformation in which activities of public diplomacy are systematized and conducted online. After dealing with the roles of many different public institutions responsible for public diplomacy, Chapter 3 analyzed the ontology of the Understanding Korea Project conducted by the CEFIA at the Academy of Korean Studies from the perspective of digital transformation and then explored the possibility of public diplomacy on metaverse through Mozilla Hub, which emerged recently. On the basis of such analyses, Chapter 4 suggested that public institutions can improve the transparency and efficiency of information on diplomacy, simultaneously providing various content and diversifying the agents and aspects of public diplomacy.

This study is theoretically significant in that it proposes a kind of 'road map' for digital transformation of public diplomacy, with public institutions assumed as its practitioners, and at the same time, it has limitations in that this study just points out the necessity of detailed studies of digital transformation of the sub-elements of public diplomacy, namely cultural public diplomacy, knowledge diplomacy, and policy public diplomacy. However, this study is evaluated to be of significance in that it examines the specific roles of public institutions in the process of digital transformation of public diplomacy in the information society.
