Recently, the rapid progress and worldwide use of the Internet has resulted in an Internet site(home page) boom. And these Internet sites are considering as an important means of Public relations in a large number of organizations. This paper has three tasks as follows. The first is to certify an example of two-way symmetrical Model proposed by Grunig, Hunt, Dozier et al. analyzing the Internet bulletin board of Cyber Police Agency of Korea. The second is to explore communicaion characteristics and circumstances of Internet bulletin board use in Korea. And the third is to investigate the responses of citizens toward police in cyberspace(claims, requests, demands, abuse, libel, etc.) and to examine how the User Identification System of Internet is affecting these responses of Internet petitioners. In conclusion, this paper supplies descriptive insights into how the civil responses registered in Internet bulletin board are affecting the policy change and the Public relations function of Korean Police. And this study suggests that Korean Police should more actively receive the responses of citizens and profit their policy. This will eventually lead Korean Police to the police of the citizens, by the citizens, and for the citizens.
