중국의 전략문화는 어느 하나로 단정하기 어렵다. 중국의 역사가 수세적인 농경문화과 공세적인 유목문화가 질곡의 세월을 거치는 가운데 혼합되어 형성된 것이라면 중국의 전략문화는 공자-맹자 패러다임과 전쟁추구 패러다임의 성격 모두를 가질 수 밖에 없다. 역사적으로 중국의 전략문화는 왕조가 흥망성쇠의 부침을 거듭하는 과정에서 변화하였다. 가령 중국이 흥기하거나 번성하여 세력이 팽창하는 시기에는 보다 현실주의적인 공세적 전략이, 반대로 안정된 제국을 완성하였거나 쇠퇴하는 시기에는 유교사상에 입각한 수세적 전략이 우세하였다. 이 연구는 중국의 전략문화에 대한 통시적 일반화를 추구하지 않고 20세기 초 중국의 공산화에 따라 나타난 현대중국의 전략문화 변화, 즉 청조의 전략문화와 현대중국의 전략문화를 구분하여 비교하는 데 초점을 맞춘다. 이 연구의 논지는 중국의 ‘공산혁명’이 청조의 전통적인 ‘유교적 전략문화’를 근대적인 ‘현실주의 전략문화’로 변화시키는 계기를 제공하였다는 것이다. 청조의 전략문화가 전쟁을 혐오하고, 중화적 질서를 유지하기 위한 것이었다면, 공산혁명은 현대중국으로 하여금 전쟁의 정당성을 수용하고, 국가이익을 추구하며, 군사력 균형에 대한 합리적 판단과 함께 인민전쟁을 추구하는 전략문화를 갖도록 하였다. 이러한 관점에서 중국은 다른 국가들보다 더 평화적이거나 방어적인 것은 아니며, 국제정치적 현실주의에 입각한 관점에서 국가이익 중심의 대외전략을 추구하고 있는 것으로 볼 수 있다.

We can not define Chinese strategic culture as a monolitic one. As Chinese people have experienced both defensive agricultural civilizations and quite offensive nomad culture in one way or another throughout long history, its strategic culture was the mixture of "Confucius-Mencius paradigm" and "parabellum paradigm." Chinese strategic culture has been transformed as the rise of fall of many dynasties repeated. For example, if a dynastiy rose and expanded its influence to the outer world, it adoped more offensive strategy and realistic foreign policy. On the contrary, if a dynasty reached to the peak of prosperity and began to deteriorate, it tended to pursue more defensive form of strategy based on Confucius and Mencius thoughts. This research, rather than identifying a common strategic culture of China, focuses on the change of strategic culture from "Confucius strategic culture" of Ching Dynasty to "realistic strategic culture" of contemporary China. Main argument would be that communist revolution of China in fact made the strategic culture change; if the strategic culture of Ching Dynasty was "traditional Confucius culture" which abominateed war and helped maintaining the tributary system, communist revolution of China transformed the strategic culture to be more "realistic one" which accepts war as a means of politics and justifies use of force as rational. From this viewpoint, we can conclude that contemporary China is no more peaceful or defensive than other countries, and it seems to pursue a realistic foreign policy to maximise its national interests as other western states do.
