Since the enactment of the Occupational Safety and Health Act in 1981 and the enforcement of the Serious Accident Punishment Act in 2022, the number of construction accidents has decreased, but it is still difficult to say that the problem has been completely resolved. Investigation of construction site accidents is prolonged due to violations of management obligations of management managers and difficulties in proving accident intentionality, and differences in dual structures and perceptions in which police and field managers exercise their investigation authority, respectively, also act as obstacles. However, domestic research on this is insufficient.
This study analyzed the effect of the difference in perception between the investigative police and the field manager on the direct and indirect judgment of the cause of the construction accident. In addition, in-depth interviews and surveys were conducted with experts with more than 5 years of experience in order to understand the problems of the institutional practices and investigation process of construction sites. Through this, the causes of construction accidents were classified into 30 sub-items in 8 areas and AHP analysis was performed.
As a result of the analysis, the gap in perception between the police and the field manager was confirmed, and a plan to increase the objectivity and reliability of the investigation of construction accidents was suggested by solving this. This study is significant in that it can be used as basic data for the establishment of safety measures for construction accidents in the future and police investigation and safety policies.
