소규모 온라인 판매자를 위한 개인정보보호 점검 항목에 관한 연구 = A Study on Personal Information Protection Checklist for Small Online Sellers

국문 초록 (Abstract)

IT 기술이 빠르게 발전함에 따라 인터넷을 이용한 온라인상의 쇼핑 서비스도 활발하게 이루어지고 있다. 온라인을 통한 서비스가 발전함에 따라 개인정보 대규모 수집이 이루어지면서, 기업들은 많은 개인정보를 수집·보유하며 여러 방면에서 활용하고 있다. 하지만, 이렇게 개인정보를 활용한 서비스들이 늘어나면서 개인정보 유출사고와 같은 부작용이 빈번하게 발생하고 있고 이에 따른 사고 피해자인 개인들의 손해배상 청구 소송 등이 발생하고 있다.
이에 따른 대응으로 정부나 기업, 기관에서는 개인정보보호를 위한 ISMS-P 등을 개발·보급하고 있으나, 제공되던 점검 항목이나 보안 방침의 경우 소규모 온라인 판매자가 적용하기에는 금전적·인력적인 여건상 어려운 부분이나, 적합하지 않은 항목 등 여러 이유로 적용이 어려운 경우가 많다.
본 연구에서는 ISMS-P 등 인증의 의무 대상이 아니며, 보안 환경을 구축하지 않더라도 제제를 가하거나 관리하는 기관 등이 없어 사실상 방치되고 있는 소규모 온라인 판매자의 개인정보보호 실태와 요구사항을 수집·조사·분석하고, 정보보호 등에 관련 법률을 기반으로 만들어진 ISMS-P에 대한 점검 항목을 소규모 온라인 판매자의 요구사항을 바탕으로 하여 소기업·소상공인도 어렵지 않게 적용할 수 있는 개인정보보호를 위한 점검 항목을 연구하며, 본 논문의 점검 항목을 통해 점검․적용하여 검증하였다.
본 점검 항목은 소규모 온라인 판매자의 현실적 한계와 특성이 고려되어 편의성, 용이성, 적합성, 경제성, 보안성 등 요구사항을 갖춘 장점이 있고, 활용할 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

With the rapid development of IT technology, online shopping services are also active. As the service online develops, large collection of personal information is taking place, companies collect and possess a lot of personal information and utilize it in many ways.
However, as the number of services using personal information has increased, side effects such as personal information leakage incidents have frequently occurred, resulting in lawsuits for damages from the victims of accidents.
In response, the government, businesses and organizations develop and distribute ISMS-P and etc. to protect personal information, but the checklist or security policy provided was often difficult to apply due to various reasons, such as financial or labor difficulties, or inappropriate items, which checklist for small online sellers were required.
Small online sellers do not need to be certified, such as ISMS-P, and there is no organization that add penalty a company even without a secure environment. Therefore, this study collects, investigates and analyzes the privacy status and requirements of the virtually neglected small online sellers.
A checklist exists for ISMS-P, which is based on laws regarding personal information protection. based on the requirements of small online sellers and laws regarding personal information protection, a checklist that can be easily applied by small online sellers was researched, and verified through the checklist in this thesis.
This checklist is expected to be used and has the advantages of having requirements such as convenience, ease, fit, economy and security, taking into account the practical limitations and characteristics of small online sellers.
