국회의원 선거결과와 분배의 정치학 = The Choice of Government Spending and Electoral Competitions in Korea

국문 초록 (Abstract)

이 논문은 분배의 정치학이 한국에서는 어떤 방식으로 이루어지고 있는 지를 살펴보고 있다. 특히 이 연구는 기존의 한국의 정치적 재분배에 관한 여타 연구들과 다음 세 가지 부분에서 차별화된다. 첫째로 대통령 선거 결과가 아닌 국회의원 선거결과를 바탕으로 지지 선거구(supportive district)와 부동층 선거구(swing district)에서의 재분배정책을 비교 분석한다. 두 번째로는 분석의 단위를 행정구역이 아니라 선거구로 책정함으로써 콕스와 맥커빈, 린드벡과 와이벌의 이론적 틀에 근접한 경험적 연구를 실행한다. 마지막으로 한국의 국회의원 선거가 반드시 양당 경쟁체제 구도가 아닌 다당 경쟁체제일 수 있다는 점을 고려하여 분석한다. 중앙정부에서 지방정부로 주어지는 보조금의 규모를 분석한 결과, 이전 선거에서 정부여당이 이긴 지역구의 경우, 승자와 차점자의 득표율 차이가 커질수록, 즉 정부여당의 안전한 지역구일수록 중앙정부로부터 적은 액수의 보조금을 전달받는 것으로 나타났다. 반면 정부여당이 승리한 지역구이지만 그 득표율차이가 적은 지역구는 상대적으로 많은 보조금을 지원 받는 것으로 나타났다. 또한 정부여당의 후보가 상위 그룹의 1, 2위 후보군에 속하지 않는 경우는 중앙정부로부터 현저하게 적은 액수의 보조금을 받는다.

다국어 초록 (Multilingual Abstract)

This paper investigates the distributive politics in Korea. The study discriminates itself from previous studies on Korean distributive politics on three points. First, it examines the legislative election results instead of the presidential election results as an indicator of swing and supportive district. Second, the unit of analysis is not a municipality, but a district which best conforms to the theories proposed by Cox and McCubbins, and Lindbeck and Weibull. Third, the violation of the assumption on two party competitions is considered. The statistical tests exhibit that the core supportive districts won by the ruling party with a large electoral margin receive less amount of subsidies than the districts won by the ruling party with a slim margin. However, the level of margin of opposition parties’winning districts does not influence the amount of subsidies from the central government. Last, the districts in which a ruling party’s candidate did not finish either as a winner or a runner-up in the previous race receive considerably less amount of subsidies.
