러시아 수산물 글로벌공급망 분석과 수산 분야 러시아 투자진출 전략에 관한 연구 |RISS 상세보기

국문 초록 (Abstract)

러시아-우크라이나 전쟁으로 투자환경이 급변했지만, 러시아는 여전히 풍부한 수산자원 과 개발 잠재력을 가진 지역이다. 러시아는 수산업 환경이 선진화되지 않아 수산물 글로벌 공급망이 주변국에서 가공해 전 세계로 유통하는 구조로 구성되어 있다. 러시아는 이런 고질적인 문제를 해결하기 위해 ‘러시아 어업 발전 전략 2030’ 계획을 수립했다. 러시아 내에서 수산분야 투자가 저조했던 이유는 그동안 러시아의 어업 회사들은 가공하지 않고 원물로 좋은 가격에 중국으로 수출할 수 있었고, 중국은 저렴한 노동자들을 활용해 부가가 치를 높일 수 있었기 때문이다. 하지만 코로나 펜데믹 이후 이러한 비즈니스모델의 약점이 드러났다. 코로나 팬데믹 이후 중국을 통하는 수산물 글로벌공급망의 균열이 발생하고 기존의 비즈니스모델이 변화하는 과정에서 한국의 기회요인이 분명하게 존재한다. 현재 는 러시아-우크라이나 전쟁으로 주춤하고 있지만, 장기적으로는 한국 정부와 민간기업들 의 러시아 극동지역 수산업 분야에 대한 투자가 증대될 것이다. 본 연구를 통해 러시아 수산분야 진출에 대한 시사점을 한국 기업과 정부에 전달함으로써 경영자와 정책당국의 의사결정에 도움을 줄 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

Although the investment environment has changed rapidly due to the war, Russia is still a region with abundant fisheries resources and development potential. Russia is composed of a structure in which the global supply chain of fisheries products is processed in neighboring countries and distributed around the world due to the lack of advanced fisheries environment. Russia has established a “Russian Fisheries Development Strategy 2030” plan to solve this chronic problem. The reason why investment in the fisheries sector has been low in Russia is that Russian fishing companies have been able to export to China at good prices as raw materials without processing, and China has been able to increase added value by utilizing cheap workers. However, after the pandemic, the weaknesses of these business models were revealed. After the pandemic, Korea’s opportunity factors clearly exist in the process of cracking the global supply chain of seafood through China and changing existing business models. Currently, it is slowing down due to the war, but in the long run, investment by the Korean government and private companies in the fisheries sector in Russia’s Far East will increase. This study will help managers and policy authorities make decisions by conveying implications for entering the Russian fisheries sector to Korean companies and the government.
