This study reconceptualizes age-friendly public design as the design and operation of public services amid the transition to a super-aged society. Using the WHO’s eight domains of Age-Friendly Cities as a common framework and linking them to a service blueprint(Front-Back-Support), we conduct a qualitative comparison of domestic and international cases. We define Hardware-Software-Humanware respectively as the physical environment, program/information services, and the capacities/participation of users and operators, and propose an analytic framework in which H-S-H aligns with F-B-S to design and evaluate an integrated service experience.
The analysis identifies five core principles: ▲systematization of public design as a service; ▲institutionalized governance and performance management(medium-term strategies, annual plans, dashboards); ▲informational, linguistic, and digital inclusion; ▲participation-based, locally contextualized design; and (5) integrated operations across housing, transport, health, and community. Based on these findings, we propose three implementation strategies: first, origin-to-destination journey design within a 15-minute-neighborhood framework integrating walking, public transport, and everyday services; second, platforming intergenerational community hubs that concentrate health, care, leisure, and learning; and third, mandating inclusive wayfinding and smart technologies (standardized pictograms, high contrast, large typefaces, voice guidance, senior modes, and call bells). Key performance indicators(KPIs)—walking time, fall/collision risk indices, public-transport satisfaction, and door-to-door journey completion rates—are linked to the Global Network for Age-Friendly Cities and Communities(GNAFCC) three-year cycle to drive continuous improvement. While the generalizability of qualitative case research is limited, subsequent living-lab and quasi-experimental designs can enhance the predictability and accountability of policy and program design.
