도시철도 무임수송 복지제도 개선방안에 관한 연구 = A Study on the Improvement Plan of Free Welfare System of Urban Railway

다국어 초록 (Multilingual Abstract)

Based on inexpensive fares and welfare systems, the urban rail has become an indispensable transportation system to common people and social minority. In the 21st century, the population of the aged grew rapidly increased, reaching a society of advanced age of 14 percent. According to the Statistics Korea, it would become a super high aged society over 20 percent in 2025. Accordingly, the number of free people transportation in urban railroads is increasing and the financial burden of railroad operating agency is increasing as well. Also, in the case of subway corporation, there is a huge loss in management because the legal system is not specifically stipulated about Framework Act on the Development of Railroad Industry. This study is to compare and analyze thought out the free transit system using cases of domestic and overseas. Part of the national welfare policy, that suggested efficient method of operation about free transit system.

국문 초록 (Abstract)

도시철도는 저렴한 운임과 복지제도를 바탕으로 서민과 사회적 약자에게 없어서는 안 될 교통수단으로 자리 잡았다. 21세기가 되자 국내 노인인구가 급격히 증가하여 노인비율 14%의 고령사회로 접어들었고, 통계청에 의하면 2025년에 20%가 넘는 초 고령사회가 될 것으로 예상된다. 이에 따라 도시철도의 무임수송인원이 차지하는 비중이 증가하고 철도운영기관의 재정적 부담이 갈수록 크게 발생하고 있다. 또한 도시철도 운영기관의 경우 철도산업발전기본법에 무임수송에 관한 법제도가 구체적으로 명시되어 있지 않아 경영에 막대한 손실이 발생하고 있다. 본 연구는 무임수송제도에 관한 국내외 사례를 비교 및 분석하여 각 도시철도 운영기관의 문제점을 파악하여 국가복지 정책의 일환으로 무임수송 복지제도에 대한 효율적인 운영방안을 제시하고자 한다.
