공적개발원조(ODA)의 지리: 공여국과 수원국에서의 검토와 한국의 경험

다국어 초록 (Multilingual Abstract)

Foreign aid began to recover the World War II ruins, and the Official Development Assistance(ODA) has been established by OECD Development Assistance Committee(DAC) countries as the mainstream aid to reduce poverty and development problems in developing countries. There has been a continuous change in aid modalities from modernization to neoliberalism, and since the 1990s non-DAC countries join in a mutually beneficial way different from unilateral top-down assistance. DAC assists low- as well as middle-income countries while the combination is diverse across donors. From the recipients’ side, the ODA goes to fragile states and its sectoral distribution reveals the social and economic focus in which the economic sector is more important among middle-income recipients. The dualistic distribution of ODA across recipients’ income and sector reflects donors’ altruism as well as national interests. The pursuit of national interests is revealed in the distribution of development projects within developing countries; bi-lateral projects are heavily concentrated in a few areas in contrast to the wider distribution of multi-lateral ones. Korean ODA is expected to bring a new modality as a new DAC donor. The emphasis on development first needs to be balanced with assisting the poor, and the modernist approach needs to incorporate a contextual understanding of developing countries.
