외환위기 이후 동아시아 각국의 재정적자 및 국가채무의 지속가능성 비교 분석

국문 초록 (Abstract)

외환위기 이후 동아시아 각국은 공통적으로 정부의 재정적자와 국가채무가 크게 확대되면서 과연 이를 지탱 할 수 있는 능력 (fiscal sustainability)이 있느냐에 대한 의문과 우려가 심각히 제기되고 있다. 한국을 포함 한 이들 국가들은 특히 외환위기를 극복하기 위한 정책의 집행에 따른 결과 재정적자 및 국가채무의 누적이라는 문제를 지니게 된다. 본 연구에서는 (1) 동아시아 외환위기가 각국의 재정적자 및 국가채무에 어느 정도 부담을 주었는지, (2) 동아시아 각국의 재정운영의 지속가능성을 검증하고 지속가능 한 재정적자 수준을 추정하며, (3) 재정적자의 확대 및 국가채무의 누적이 국가경제에 미치는 영향을 논의하고, (4) 동아시아 각국의 재정적자와 국가채무의 누적과정의 요인 및 특성을 비교 분석하여 이에 따른 재정건전성 회복을 위한 과제와 정책대안을 제시한다.

Aftermath of the Currency Crisis, many of the East Asian countries under attack faced substantial rises in government deficit and national debt. This causes an immediate concern on the sustainability of their deficits and fiscal consolidation. The purpose of this paper is to offer a detailed assessment on this issue. We first study the impacts of the Crisis on the fiscal stance for the East Asian countries. Then, the current level of government deficits is tested for sustainability, and is compared to its level implied by the present value budget constraint. Finally, a small model is constructed to evaluate the consequences resulting from excessive fiscal deficits, and to offer useful policy implications for fiscal consolidation.
