This study investigates the critical factors contributing to the escalating "vacant housing problem" and the pervasive "urban extinction" phenomenon within designated metropolitan cities and local cities with populations exceeding 500,000. These challenges are exacerbated by persistent population decline and rapid aging. The overarching objective is to identify these influencing factors and to propose comprehensive solutions for their mitigation.
Our analysis, employing the vacancy rate as the dependent variable, revealed nuanced distinctions between the two city categories. While no significant disparities were observed in the average aging rate and the economically active population rate across both city types, other variables demonstrated notable differences. Specifically, for local cities with populations over 500,000, the aging index and the total number of businesses emerged as significant determinants of the vacancy rate. In contrast, for metropolitan cities, the total number of businesses and the building aging index were identified as key influencing factors.
Furthermore, an examination using the "population growth rate" as a dependent variable indicated that both the aging rate and the total number of businesses consistently impacted population decline, serving as common factors across both city types. However, city-specific variables also played crucial roles: the "announced land price fluctuation rate" was a significant factor in metropolitan cities with populations exceeding 500,000, while the "ratio of aging housing" significantly affected population decline in metropolitan cities.
The pervasive issues of vacant housing and population decline precipitate severe consequences, including local economic stagnation, social fragmentation, and ecological degradation. These challenges underscore the inadequacy of simplistic interventions such as demolition or remodeling. Informed by leading domestic and international best practices, this study proposes a multifaceted vacant house management plan. This comprehensive strategy integrates policy, social, and technological dimensions, advocating for legal and institutional reforms, promoting resident-led spatial reuse initiatives, and leveraging big data and ICT-based management systems for enhanced efficacy.
