Fire Stations across the country have been supporting people experiencing difficulties due to fire through their fire victim resident support system since 2005, and the Ministry of Health and Welfare has been providing its support as well in forms of emergency welfare support since 2006. Although some results have been achieved, not only significant performance remain to be achieved, but also fire victim residents have yet to experience any practical emergency repair support due to the following reasons: incompleteness of related legislations, lack of budget, lack of systematic promotion, related systems not sufficiently recognized by public officials in charge and the nation, examination procedures requiring complicated application stages, strict support standards/scopes, and complicated support methods varying depending on different institutions/organizations. Accordingly, it is necessary to modify the system in order to enhance the system performances as well as to provide more prompt and adequate emergency repair support to a higher number of fire victim residents,
The purpose of this study was as follows: to examine the current status of fire victim resident support system diversely operated in forms of safety and welfare system by fire stations and the Ministry of Health and Welfare, to examine how the fire-fighting system is subjectively recognized and operated by fire-fighting officials in charge serving as system operators/providers, to construct an analytical framework and design a study model through focusing on microscopically analyzing what influence the awareness, acceptance and utilization of fire victim resident support system have on the system performance, to conduct a survey among fire-fighting officials in charge in order to specifically and empirically analyze what influence the awareness, acceptance and utilization have on the system performance, and to use the analyzed results to suggest political implications on how to apply to the system the strengths of fire-fighting organizations that are not only consistently maintaining their organizational structure throughout 24 hours, but also capable of conducting scientific fire investigations based on the current administrative system. In particular, it can be said that the issue of integrating all the support methods currently separately operated by various institutions into fire stations and the issue of allowing fire stations to conduct fire investigations for enhancing the system’s public confidence serve as factors that may have a significant influence on not only how people approach the system, but also how government officials in charge recognize and respond to the system. In addition, it can also be said that such issues are directly associated with the task of coming up with safety and welfare policies that can actually provide practical support to fire victim residents.
