China is one of the countries, which have serious deterioration of ecology and environment. No matter the soil erosion, vegetation are destroyed, desertification of land, desertification, environmental pollution, bigness of the area, seriousness of extent and danger is strong, all astonishing, provoking. "Room is not built in one day". The present situation of the deterioration of ecological environment of China has a great deal of complicated factors. There is contemporary realistic artificial damage, remote historical passing on, natural vicissitudes, serious consequence, which is lead to by people violate ecological.
Entering 21st century, in the face of the ecology worsened continuously, the Central Party Committee, the State Council made new strategic plan of managing and protecting the ecology and the environment. The 16th National Congress of Communist Party of China has put forward the grand goal of building the well-off society in an all-round way, which required "sustainable development ability being strengthened constantly, ecological environment being improved, resource utilization efficiency raising notably, promoting people and natural harmony, promoting whole society getting on production development, life rich, ecological good civilization development path". The Third Plenary Session of the 16th party Central Committee of the party proposes implementing "people first, establishes overall, coordinating, sustainable scientific development view", having established the policy that "a coordinator is with developing harmoniously naturally".
Since the end of 2002, around how to realize China ecological environmental basic improvement these subject of state, I have invited some experts and scholars and colleague, have done two - year research, discussion, especially the practical experience reform and open over the past 20 years through summarizing in history of our country, the latest research results absorbed, drawing lessons from both at home and abroad, we propose clearly, the basic principles of ecology, environmental improvement should be: Assuming overall responsibility, constructing and managing synthetically, putting prevention first, and rehabilitating. Under the guidance of this principle, we should implement nine great strategies in a more cost-effective manner.
