신뢰와 제도의 관계 : 문화이론과 제도이론의 효과 비교

국문 초록 (Abstract)

안정된 민주주의의 영향요인이 무엇인지를 두고 문화이론과 제도이론이 경합하고 있다. 문화이론은 대인신뢰가 제도신뢰와 안정된 민주정부의 근원임을 강조한다. 반면 제도이론은 제도성과가 민주체제 공고화와 대인신뢰를 결정한다고 한다. 본 연구는 이처럼 상반된 시각을 보이는 문화이론과 제도이론의 어느 것이 한국적 상황에 부합되는지를 밝히는데 목적을 두었다. 이를 위해 특정 이론만을 대상으로 한 기존연구와는 달리 문화이론과 제도이론의 통합분석을 시도했다. 또한 대인신뢰에 일반신뢰뿐 아니라 사적신뢰도 포함하여 제도와의 관련성을 파악코자 하였다. 서울, 부산, 광주, 대전 주민 887명을 대상으로 분석한 결과 ① 신뢰와 제도의 쌍방적 인과관계 분석을 통해 문화이론이 강하게 지지되었다. 반면, 제도이론은 부분적으로만 지지되었다. 이것은 현재의 저신뢰 구조가 정부성과만으로는 단기간에 개선되기 힘들다는 것을 의미한다. ② 사적신뢰의 유용성이 확인되었다. 사적신뢰의 가치는 특히 제도이론 검증 과정에서 나타났다. 제도성과가 일반신뢰에는 직접적인 영향이 없었으나, 사적신뢰에는 강한 부정적 효과를 갖는 것으로 나타났다. 부패가 높을수록 사적신뢰가 높고, 경제성과나 법집행 공평성이 높을수록 사적신뢰는 낮은 것으로 나타났다. 이것은 제도성과가 부족하면 일반신뢰는 줄고, 사적신뢰는 높아질 수 있음을 의미한다. 이러한 결과를 토대로 일반신뢰 증진을 통한 향후 민주주의 안정화 방안을 논의하였다.
