글로벌 인터넷 주소자원 거버넌스의 변천 = IANA 관리체제 전환을 통한 다중이해당사자 원칙의 재확립

다국어 초록 (Multilingual Abstract)

This article purposes to update recent critical changes in Internet governance and to analyze its historical development from the perspectives of International Relations (IR). In particular, our focus is on the management of Internet critical resources (i.e., names and numbers), one of the key issues of Internet governance. The global society has been in contention in the past two decades regarding how to manage and allocate such limited Internet resources. Two modes of governance of those resources vie for supremacy: state-centered multilateralism and multistakeholderim that values participation of diverse actors. Despite the frequent usage of those terms, they have remained elusive in academia. This article thus provides a framework that not only conceptualize the two different governance modes but also grasp shifts between them. The case study illustrates that the historical context of Internet governance in the past two decades has oscillated between the two modes. But as demonstrated in the recent transition of Internet Assigned Numbers Authority, global Internet governance is now reaffirming and returning to the multistakeholder principle. We contribute to the field by refreshing the importance of global Internet governance as a critical international issue for scholarly analyses and by offering the analytical framework that helps students of IR grasp the complex changes.
