독일 연방기록물관리법령 연구 = A Study on the Archives in the Federal Republic of Germany

국문 초록 (Abstract)

한 국가의 기록관리법령은 그 나라의 기록관리제도를 이해할 수 있는 기본이 된다. 독일은 19세기 낭만주의에 기초한 민족주의와 통일 독일의 과정에서 기록관리의 눈부신 발전을 이룬 나라로 평가받고 있다. 또한 연방구조의 행정체계를 바탕으로 연방정부와 지방정부가 독자적인 기록물관리법을 제정하여 운영하고 있다. 최근 국가기록원은 국가기록물관리를 수행하는데 있어 그 전문성 및 운영의 제도 등의 개선방안을 논의하고 있다. 따라서 오랜 역사적 기록물의 관리체계를 가지고 있는 독일의 기록관리법령을 분석하고, 그 특징을 고찰하는 것은 의미가 있다. 이에 본 연구에서는 독일의 연방기록물관리에 기준이 되는 ｢연방기록물관리법｣을 분석하고 그 특징을 도출하고자 하였다.

다국어 초록 (Multilingual Abstract)

Records Management Act of a country is the basis for understanding its archives management system.Germany is regarded as a country that achieved remarkable development of the system in the process of nationalism and unification based on romanticism in the 19th century. In addition, the federal and local governments enacted and operated their own laws based on the
administrative system of the federal structure. Recently, the National Archives of Korea is discussing ways to improve its expertise and the system of operation in conducting national records management. Therefore,
it is meaningful to analyze Germany’s Records Management Act, which has a management system of long-standing historical records and examine its features. In this study, we analyzed and derived the characteristics of the Federal Records Management Act, which is the standard for the management of Federal Records in Germany.
