地方行政에서의 住民參與에 관한 硏究 : 淸州市를 中心으로

Korean gov't anounced that they will implement local self-gov't from next year (1988). It is very important tact that gov't, which avoided implementing local automomy for about 2 decades, publicity pronounced that they would start local self-gov't.
Local self-gov't is based on people's participation. But from the citizen's participation point of view, our country belongs to underdeveloped country group.
In light of facts as mentioned above in this paper, this writer tries to find problems in the process of citizen's participation and provide activation ways.
This research was done by using the documents published home and foreing countries.
The contents of this paper are as follows.
I) Impeding factors of participation.
·Public servant's authoritarian behavior and lack of responsibility as a public servant, give rise to disharmony between people and public administration.
·Lacks of participation chennel and participation system, making and implementation of official-leaded administrative planning narrow people's participation chances.
·Centralized administrative system, closed system and monopoly of information cause people's indifference toward public administration.
·People's indifference toward participation impedes rational and active participation.
II) Activating ways of participation
1. Implementation ol ocal self-government.
·Changing people's behavior toward participation and public servant's way of thinking toward participation.
·Making public all information which gov't have, and sharing them with people.
·Securing people's participation at the whole process of public administration.
·Activating all advisory commission and Pan Sang Whoi Pan meeting.
When all issues as mentioned above are solved, active citizen's paricivation at the local administrtion will be realized and the society of the people, by the people and for the people firmly rooted in this country.
