아동ㆍ청소년 정책의 변화가 상담분야에 미치는 영향: 아동ㆍ청소년복지법을 중심으로 = The Effects on Counseling Area with Policy Change of Child ＆ Adolescent Field: The Law of Child-Adolescent Welfare

다국어 초록 (Multilingual Abstract)

The purpose of this research was to identify the effect of shift in policy raised from integration processes between child policy and adolescent policy on counseling specialities and discuss the role of professional counselors in this context. The main objectives of analyses were related to the content of ‘The Law of Child-adolescent Welfare’ legislation noticed (Act 2008-406) by Ministry for Health, Welfare and Family Affairs, which including the general provisions, the type and contents of support service, and the delivery system of support service. The effects of the revised “Law of child-adolescent Welfare” on counseling specialities were as follows: First, it is expected that the counseling services for child and adolescent at risk will be expend. Second, while general counseling services will be expanded, it is expected that professional psychological counseling services will be decreased. Third, it is presumed that the change of Korea Youth Counseling Institute’s name and function may have negative effect on the field of child and adolescent counseling specialities. Fourth, counseling theories and methods that are related to child and adolescent’s rehabilitation and self-support will be more utilized. Along with implications and limitations of this study, the role of professional counselors in era of policy changes were discussed.

국문 초록 (Abstract)

본 연구는 최근 아동정책과 청소년정책의 통합과정에서 나타나는 정책의 변화가 상담분야에 미치는 영향이 무엇인지 살펴보고 상담전문가들의 역할에 대해 논의하고자 하였다. 이를 위해 보건복지가족부가 입법예고(제2008-406호) 한 ‘아동ㆍ청소년복지법(안)’의 법률 내용을 분석의 주요 대상으로 삼았다. 분석의 주요 내용으로는 총칙, 지원서비스의 유형과 내용, 지원서비스 전달체계에 관한 사항이 포함되었다. 이 개정 법률(안)이 상담분야에 미치는 주요 영향을 살펴보면 첫째, 위기상태에 있는 아동ㆍ청소년들에 대한 상담서비스의 제공기회가 확대될 것으로 전망되며 둘째, 상담서비스 제공의 기회는 확대되나 상담의 전문성이 약화될 우려가 내재되어 있고 셋째, 한국청소년상담원의 명칭과 기능이 바뀌면서 청소년상담학 분야의 발전에 부정적 영향을 미치게 될 것으로 예견되며 넷째, 아동ㆍ청소년들의 자립과 자활능력을 증진시키는 데 필요한 상담이론과 방법들이 발전할 것으로 나타났다. 마지막으로 정책변화에 따른 상담전문가들의 역할과 연구의 제한점 및 한계점이 논의되었다.
