동북아에 있어서 민주주의의 확산: 한국과 대만의 사례비교 = The Reformation of Egyptian Army by Muhammad 'Ali(1805-1848)

South Korea and Taiwan's regime transition in Northeast Asia were led by negotiation between the ruling forces and opposition forces. The transition process involved a distinct sequence of stages. The ruling forces engaged in political liberalization and began to lose control power. The opposition established a new political party and exploited the opportunity of challenge. Then, the authoritarian regime reacted forcefully to suppress and the opposition pushed the regime strongly. The two forces perceived a standoff and began to explore the possibilities of regime change. Therefore, the regime transition was marked by iterative cycles of challenge and repression. Such cycles eventually led to bilateral agreements on regime transition. The political process through negotiated agreements resulted in constitutional reform and transition elections.

국문 초록 (Abstract)

동북아에 있어서 한국과 대만의 민주화는 몇 개의 단계를 거쳐 진행되었다. 첫째, 권위주의 정권의 정치적 자유화에 따라 반대세력은 자생야당을 설립하고 정치적 압력을 행사하였다. 반대세력의 정치적 저항에 직면해서 권위주의 정권은 억압으로 대응함에 따라 양 세력간의 대치상태가 나타났다. 둘째 권위주의 정권과 반대세력은 대치상태를 벗어나 체제이행을 위한 협상을 모색하였다. 권위주의 정권은 야당과 민주화의 단계적 일정을 협의하고 헌법개정과 이행선거에 합의하였다. 셋째, 이행선거의 실시로 집권세력과 반대세력은 정치참여를 보장받고 정치적 경쟁에 참여할 수 있었다.
