2010년대 한일관계에서 역사 갈등의 전이와 다층적 신뢰 위기 ― 전이 메커니즘과 상호강화 구조 ― = Historical Conflict Spillover and the Multilayered Trust Crisis in Korea-Japan Relations during the 2010s : Spillover Mechanisms and Mutually Reinforcing Dynamics

국문 초록 (Abstract)

이 논문은 2010년대 한일관계의 구조적 위기를 역사 갈등의 전이와 다층적 신뢰 위기의 상호강화 구조라는 관점에서 분석한다. 분석 대상은 2011년 헌법재판소 결정, 2015년 위안부 합의, 2018년 강제동원 대법원 판결, 욱일기 논란, 레이더 조사･초계기 갈등, 2019년 일본의 수출관리 조치와 GSOMIA 논란이다. 양국 정부의 공식문서와 사법자료를 중심으로 정책 논리와 제도 해석을 비교하고, 여론조사와 인적 교류 자료를 보완적으로 활용하였다. 분석 결과는 다음과 같다. 첫째, 역사 갈등의 사법화는 피해자 권리와 국가 간 합의의 종결성, 사법 판단과 행정부의 외교적 재량, 대외 합의와 국내적 수용성 사이의 충돌을 형성하면서 외교적 조정 공간을 축소하였다. 둘째, 역사 갈등의 전이는 직접적 인과관계가 아니라 상대국의 합의 이행 능력, 제도 운용의 예측 가능성, 협력 의지에 대한 신뢰 판단이 경제･안보 영역으로 확장되는 방식으로 이루어졌다. 셋째, 제도적 공통 기준의 약화, 엘리트 간 조정 실패, 사회적 불신은 서로 연동되었으며, 사회적 불신은 정부 간 타협의 국내정치적 비용을 높였다. 경제･안보 갈등은 다시 기존 조약과 합의, 상대국 정책결정자에 대한 불신을 강화하였다. 2010년대 한일관계의 위기는 역사 문제의 단순한 재점화가 아니라, 동일한 조약과 합의를 서로 다른 기준으로 해석하고 신뢰 판단을 다른 협력 영역으로 확장하는 과정에서 형성되었다.

다국어 초록 (Multilingual Abstract)

This paper analyzes the structural crisis in Korea-Japan relations during the 2010s through the mutually reinforcing dynamics of historical conflict spillover and a multilayered trust crisis. It examines the 2011 Constitutional Court decision, the 2015 comfort women agreement, the 2018 Supreme Court ruling on forced labor, the Rising Sun flag controversy, the radar-patrol aircraft dispute, Japan's export controls, and the GSOMIA dispute, drawing mainly on official documents, judicial records, public opinion surveys, and people-to-people exchange data. The findings are threefold. First, the judicialization of historical conflicts narrowed the space for diplomatic adjustment by generating conflicts between victims' rights and the finality of interstate agreements, judicial rulings and executive discretion, and external agreements and domestic acceptance. Second, spillover occurred through the extension of trust judgments concerning agreement compliance, institutional predictability, and willingness to cooperate into the economic and security domains. Third, the weakening of shared institutional standards, failures of elite coordination, and societal distrust were mutually reinforcing, while societal distrust increased the domestic political costs of compromise. Economic and security conflicts, in turn, reinforced distrust toward existing agreements and policymakers in the other country. The crisis of the 2010s emerged from divergent interpretations of the same agreements and the extension of trust judgments across policy domains.
