탄소중립 달성을 위한 GCC 국가의 에너지 정책과 전략 = Energy Policies and Strategies of GCC Countries to Achieve Carbon Neutrality

국문 초록 (Abstract)

GCC 국가들은 석유와 가스를 많이 생산하는 국가들임에도 불구하고, 탄소 배출량 격차를 줄이고 탄소중립 목표를 달성하기 위한 전 세계적인 노력을 지원하는 데 중요한 역할을 할 수 있다. 걸프 아랍 국가들은 재생 에너지 자원의 잠재력이 크고, 탄소 함량이 낮은 연료를 생산할 수 있는 능력이 있을 뿐 아니라, 다양한 수준의 상당한 재정적 자원을 보유하고 있기 때문이다. 그러나 이러한 거대한 잠재력을 실현하기 위해서는 걸프 아랍 국가들이 순 제로로 가는 과정에서 발생하는 다양한 문제를 체계적으로 파악하고 해결해야 한다. 본 연구는 GCC 국가들의 경제구조와 당면한 에너지 및 환경 문제를 조사하고 이를 바탕으로 각국의 에너지 전략에 대해 분석해 보고자 한다.

GCC countries are major producers of oil and natural gas in the global energy market and are therefore inevitably subject to the most direct and widespread economic, political, and social impacts of the energy transition. For GCC countries, which have achieved economic development through fossil fuel exports for nearly a century, energy transition to achieve carbon neutrality may seem like an undesirable future. However, it has now become an unavoidable challenge for the survival of GCC countries. Against this backdrop, comparative analysis of GCC countries' carbon neutrality strategies is more important than ever. This study first examines the history of international efforts to address climate change and achieve carbon neutrality, then investigates how the economic structures and climate environments of GCC countries contribute to their carbon neutrality strategies. Based on this analysis, the study compares and contrasts the policies and strategies GCC countries have implemented to achieve carbon neutrality.
