다문화가정 다국어 서비스 지원 현황 연구-서울특별시 영등포구를 중심으로- = A Study on the Support Status of Multilingual Services for Multicultural Families -Based on Yeongdeungpo-gu Seoul Metropolitan Government-

다국어 초록 (Multilingual Abstract)

Since the 1990s, this study has been rapidly transforming Korea into a multicultural society due to various social problems, including the influx of foreign workers and the increase in international marriage and migrant women among rural and fishing village bachelors. With the transition to a multicultural society, our society will continue to increase as the number of migrants is increasing and many foreign residents are forming.
In order to adapt multicultural families to Korean society, which creates new culture in Korean society as the number of migrants increases, the government and local governments explored how multicultural multi-lingual services are carried out. In areas where multicultural families are concentrated, basic local governments carefully explored what services they provide to multicultural families and the results thereof.
Based on prior research and survey data on multi-lingual services for multicultural families, the Seoul Metropolitan Government selected basic local governments to examine the operation system and support status of multi-lingual service provision and the satisfaction level of multicultural families. The majority of multicultural families have only vague perceptions of Korean culture and have expressed their difficulties, including differences in their ability to speak Korean from the beginning of their lives in Korea. Members of multicultural families generally take Korean language classes conducted by private organizations or religious facilities and begin their social activities and marriage in Korea, but they live with many difficult problems such as interest in Korea and differences in cultures.
Based on the results of the survey on the satisfaction of providing multicultural multi-lingual services provided by local governments, especially local governments, for safe and fast settlement of foreign residents in multicultural families in Korean society, this study is meaningful.

국문 초록 (Abstract)

본 연구는 1990년대 이후부터 외국인 노동자들의 유입과 농어촌 총각들의 국제결혼 이주여성들의 증가 등 여러 가지 사회 전반적인 문제들로 인해 우리나라도 다문화사회로 급속히 변화되고 있다. 다문화사회로 이행하면서 우리 사회는 이주민이 증가하고 있으며, 외국인 주민 다수 거주 지역이 형성되고 있어 앞으로도 지속적으로 증가할 것이다.
이주민 증가에 따라 한국사회에서 새로운 문화를 만들어내는 다문화가정의 한국사회 적응을 위해 정부와 지방자치단체의 정책 중 다문화 다국어 서비스는 어떻게 이루어지고 있는지 탐색하였다. 다문화가정이 밀집한 지역을 중심으로 기초 지방자치단체가 다문화가정에게 어떠한 서비스를 제공하고 그에 따른 결과는 어떠한지를 면밀하게 탐색하였다.
다문화가정 다국어 서비스의 선행연구와 조사 자료를 바탕으로 서울시의 기초 지방자치단체를 선정하여 다국어 서비스 제공 운영체계와 지원 현황과 다문화가정의 만족도를 살펴보았다. 다문화가정의 대다수는 한국문화에 대해 막연한 인식만을 가지고 있으며 한국 생활을 시작할 때부터 한국어 구사 능력에 차이를 보이는 등 어려움을 토로하였다. 다문화가정 구성원들은 보편적으로 민간단체나 종교시설에서 실시하는 한국어 수업을 받고 한국에서의 사회활동과 결혼생활을 시작하지만 한국에 대한 관심과 서로 다른 문화 차이 등의 많은 어려운 문제들을 안고 생활하고 있는 것으로 나타났다.
대한민국 사회에 다문화가정 외국 거주자들이 안전하고 빠른 정착을 위해 정부지원 정책, 지방자치단체 특히 기초 지방단체가 제공하는 다문화 다국어 서비스를 제공의 만족도 조사결과에 기초하여 이들의 한국 생활 정착과 문화를 이해하는 기초자료를 제공하는데 본 연구는 의의를 두고자 한다.
