      The purpose of this paper is to propose the methodology for extracting the technical requirements of RFPs for general public services that has become more complex and increasingly specialized for service providers, government agencies, technology suppliers with the rapid change in technology in the fourth industrial revolution. This study proposes four step process for extracting technology requirements for a request of proposal based on the quality function development (QFD) concept with the Delphi method: 1) Define public service attributes based on Delphi method, 2) Define the engineering characteristics, 3) Develop HOQ to transform the public service attributes to the engineering characteristics, and 4) Extract technical requirements from the result of HOQ. As an application, the proposed methodology's feasibility and effectiveness have been demonstrated for generating technical requirements for Korea Post's adoption of electric vehicles for mail delivery.

      국문 초록 (Abstract)

      본 논문의 목적은 공공 서비스용 RFP의 기술적 요구사항을 추출하는 방법론을 제안하는 것이다. 본 연구에서는 델파이 기법과 QFD(Quality Function Development) 개념을 기반으로 RFP에 관한 기술 요구사항을 추출하는 4단계 프로세스를 제안하였다: 1) 델파이 기법을 통한 공공 서비스 요구사항 도출, 2) 서비스 구축을 위한 기술 항목 도출, 3) HOQ를 통한 기술 요구사항 분석, 4) 기술 요구사항의 중요도를 고려한 기술 요구사항 도출 및 목표 값 설정. 본 연구 방법론의 타당성과 실증성을 입증하기 위해 우정사업본부의 우편 배달용 전기차 채택을 위한 기술 요구사항을 생성하는 데 적용하였다.
