청계천 복원사업과 일드 프랑스 비에브르 복원사업의 정책과정 비교연구

Restoration projects of Cheonggyeocheon, Seoul and Bievre, Ile-de-France have a common feature that is to remove the structures covering the streams and to revitalize the polluted flows across the urban areas. But they have adopted different processes, which has resulted in markedly policy outcomes. The research question is thus concerning with what factors have made such differences. Based upon the policy network approach, the purpose of this paper is to analyze what kind of characteristics are involved in the policy-making system and ensuing policy processes, and the interactions among the participants of these two projects. A few policy implications are brought up through the comparative study, in dealing with somewhat concrete but multi - dimensional issue networks. First, the groups who are strongly motivated to produce policies should play a leading role in interacting with other groups or organizations. In particular, the roles of the groups that initiate the policy are far more important to the issue networks consisting of diverse and unsustainable participants. Second, the structural contexts encompassing the policy network would profoundly influence interactions among the policy implementers as well as policy-makers. Finally, a newly emerged paradigm shift in policy-making cannot be made without serving the interests of participant groups or taking their benefits into account.
