남북태권도교류의 성과와 과제 = 2002년도 시범단 교류사업의 사례

국문 초록 (Abstract)

본 연구는 남북태권도교류의 일환으로 실행된 2002년 9. 10월의 시범단 교류사업의 사례에서 나타난 성과와 한계점들을 평가 분석하고 향후의 추진과제를 제시하고자 하는 데 목적이 있다.
연구결과 지금까지의 남북태권도교류관련 선행 연구들이 제기한 학술적 논의와 실제 교류현장의 괴리현상을 일부 발견하였다. 남북태권도교류에 관한 남측의 추진전략은 북측의 일방적 협상전략에 의해 무력할 수밖에 없는 한계를 보였으며, 태권도를 민족의 문화자산으로 선전하고 있는 남북의 공동인식에도 불구하고 남북태권도교류사업은 정치적 이해관계에 예속될 수밖에 없다고 판단된다. 그럼에도 불구하고 남북의 동포들은 태권도시범행사에서 태권도의 우수성에 열광하였으며 민족의 화해 분위기조성과 동질성 회복에 태권도가 기여할 수 있음을 확인할 수 있었다. 따라서 남북태권도교류의 지속적인 확대추진을 위해서는 시범단 교류사업의 성과와 도출된 과제에 대한 실전적 접근 노력이 필요할 것이다.

다국어 초록 (Multilingual Abstract)

The present study assesses and analyses a series of Taekwondo demonstrations held between the months of September and October in 2002 as a result of the decision to exchange Taekwondo between South and North Korea. This study is to discuss the achievements made out of the exchange, including its limitations, and to make suggestions for its future course.
Consequently, there is a big difference between what was discussed and proposed in previous research on the exchange plan between the South and the North and what actually took place when the demonstrations were held.
The original plan of the South become helpless in the face of North Korea's one-way negotiation strategy. Even though both countries recognize that Taekwondo is the foremost cultural asset of the Korean race, the exchange plan has failed to overcome their different political and ideological differences.
However, spectators of the two countries viewing the demonstrations were very enthusiastic about the greatness of Taekwondo. and the exchange program surely contributed to the reconciliatory mood of the two opposing nations and to the awareness of homogeneity of the Korean race.
Finally, in order to continue and develop the exchange programs to a greater extent, there have to be more concrete and pragmatic approaches to what they want to achieve and to how they should overcome their differences.
