자치경찰제 도입방안에 관한 연구 : 전국 시도 의견을 중심으로 = A Study on the Rational Introduction Plan of the Local Police System Focused on the Opinion of Metropolitan Cities & Provincial Governments

This Study suggested the national introduction plan of the local police system, focused in the opinion of metropolitan cities and provincial governments, for the realization of federalism system level as a national political agenda. As an analysis process, joint meetings were held with the local official for three times, As the dualised plan of the police Reform Committee accompanies too excessive police officers and budget and incurs the confusion and inconvenience of the local resident the unified plan of the Governors Association of Korea if more democratic and efficient.
Therefore, the Presidential Committee on Autonomy and Decentralization should make a rational introduction plan of the local police system, discussing with related the central departments and metropolitan Cities and provincial Governments as the Governors Association of Korea, and promote persuade the National Assembly.

국문 초록 (Abstract)

본 연구에서는 현 정부의 핵심 국정운영 기조인 ‘연방제 수준의 자치분권 실험’을 위해 전국 시·도 의견 중심의 합리적인 광역단위 자치경찰제 도입방안을 제시하였고, 그 과정에서 총 3차례의 전국 시·도 자치경찰 업무담당자들과 연석회의를 개최하였으며, 본 연석회의 결과를 종합·정리하여 활용하였다. 그 결과, 현재 경찰개혁위원회의 국가경찰-자치경찰 이원화 방안은 자치경찰제 도입에 따른 추가적인 인력과 재원의 소요가 크게 발생되고, 주민의 불편·불만을 초래할 것으로 판단되는 바, 시·도 지방경찰청 이하를 모두 자치경찰로 일괄 이관하는 일원화 방안이 가장 효율적이고 민주적인 것으로 분석되었다. 따라서 현재 광역단위 자치경찰제 도입방안 마련의 주제인 대통령소속 자치분권위원회에서는 관계 중앙부처뿐만 아니라 향후 대한민국시도지사협의회를 비롯한 전국 시·도와 충분한 소통·협의 절차를 거쳐 합리적인 대안을 마련한 후, 국회에 대한 설득과 협조를 도모해 나가야 할 것이다.
