대전광역시 저출산 · 고령화 대책을 위한 사업예산의 특성 및 시사점 = Characteristics and Implications of the Expenditure for Low Fertility and Aging Society Policies in Daejeon Metropolitan City

This study analyzes the priorities of Daejeon Metropolitan city for low birthrate and aging response policies and draws implications and suggests ways to improve efficiency of Daejeon metropolitan low fertility and aged society policy in terms of local finance and budget. The research methods to achieve these research purposes are to analyze the budgets of Daejeon Metropolitan City’s Annual-Action-Plan during the last 5 years(2013~2017). The policy implications derived from this analysis are as follows. First, Daejeon City needs to reflect the direction of its policies in the business and vision for the low birthrate and aging society policies. Second, when Daejeon Metropolitan City establishes a Annual-Action-Plan for low birthrate and aged society, it should establish detailed business plan and budget plan for each business entity(main office, education office, autonomous district). Third, regional governance should be established to overcome low birth rate and aging. Fourth, Daejeon Metropolitan City needs to establish a regular monitoring system for the implementation of aging society and population policies. Fifth, Daejeon Metropolitan City should clearly set their policy goals when establishing low-birth response policies. Sixth, it is necessary for Daejeon Metropolitan City to improve the program for young people’s employment that reflects the needs of local enterprises and universities. Seventh, there is a need for policies to prevent the leakage of local youth.

국문 초록 (Abstract)

본 연구는 대전광역시가 추진하는 저출산·고령화 대응 정책에 어떤 우선순위로 투자되는지를 분석하여 시사점을 도출하고, 지방재정 및 예산의 관점에서 대전시광역 저출산·고령사회정책의 효율성 제고 방안을 모색하여 제시하는 것을 목적으로 한다. 이러한 연구목적을 달성하기 위한 연구방법은 최근 5년(2013~2017년) 간 대전광역시의 저출산·고령사회정책시행계획의 사업별 예산에 대해 분석한다. 이러한 분석을 통하여 도출한 정책적 시사점은 다음과 같다. 첫째, 대전시는 저출산·고령화 대책을 위한 사업과 비전체계상에 있는 당해 연도 정책추진 방향을 최대한 반영할 필요가 있는 것이다. 둘째, 대전광역시가 저출산·고령사회기본계획 시행계획을 수립할 때, 사업주체별(본청, 교육청, 자치구) 등으로 구분하여 각각 추진하고자 하는 세부사업계획과 예산계획을 수립하여야 한다는 것이다. 셋째, 저출산·고령화 극복을 위한 지역 거버넌스를 구축하여야 한다는 것이다. 넷째, 대전광역시는 저출산·고령화 대책사업의 집행에 대한 정기적인 모니터링 체계를 구축할 필요가 있다는 것이다. 다섯째, 대전광역시는 저출산 대응 정책을 수립할 때 그 정책 목표를 명확히 설정해야 한다는 것이다. 여섯째, 대전광역시는 지역의 기업과 대학의 수요를 반영하여 취업과 연계하는 청년취업을 위한 프로그램을 현실에 맞게 개선하는 것이 필요하다. 일곱째, 지역 청년들의 유출 방지를 위한 정책들이 필요하다는 것이다.
