빅데이터 분석으로 살펴본 지역발전 패러다임의 변화 = Analysis of paradigm for local election and regional development using bib data

다국어 초록 (Multilingual Abstract)

The purpose of this study is to consider variation in meaning of the regional development. Since 1990s, discussion of the regional development and policy in Korea society has changed. But there is not enough research about this subject using big data analytics. In this paper, we discuss the social interests for the regional development using news big data analytics.
As a result, regional development concepts was limited in 1th~2nd terms, which became a concrete discussion in 3rd~4th terms. Meanwhile, after the fifth period, despite the political issue of the national government, there is not enough political debates about development issue.
In the case of the “balanced national development” which is used different. Except only 3rd terms, most of the time that was used limited. In this study, it is meaningful in quantifying by searching the social context which is difficult to find in regional study. In the future, it is necessary to find relationship between local government and development utilizing various keyword.

국문 초록 (Abstract)

본 논문은 지방자치제도의 발전과 변화에 있어서 지역발전에 대한 의미 변화를 고찰하는 것을 목적으로 하고 있다. 1990년대 이후 한국사회의 지역발전에 대한 관심과 이슈는 지속적으로 변화되었다. 시대나 환경의 변화에 따라서 지역발전에 대한 관심사와 논의를 뉴스 기사를 통하여 살펴보고 빅데이터 분석 기법으로 정리하였다.
분석결과 지역발전에 관한 논의는 1~2기에는 추상적이고 개념적인 논의에 머물렀으며 3~4기에 들어오면서 구체적이고 본격적인 논의들이 이루어지기 시작하였다. 반면 5기 이후부터는 중앙정보의 정치적 이슈에 밀리면서 상대적으로 지역발전에 대한 논의 자체는 계속 증가하지만 의미 있는 정책적 논의는 나타나지 않는 모습을 보였다. 한국사회의 지역발전 논의의 중심에 위치하였던 ‘균형발전’의 경우 대부분의 기수에서 협소하게 사용되었으나 3기의 경우에만 포괄적으로 다양한 단어들과 관계를 맺은 것으로 나타났다. 본 연구는 기존의 지역발전 연구에서 접근하기 어려운 단어나 개념에 대한 사회적 맥락(social context) 변화를 살펴보고 계량화 하였다는 측면에서 의미가 있다. 향후 보다 다양한 키워드를 사용하여 다양한 관점에서 지역발전과 지방정부의 관계를 살펴볼 필요가 있다.
