배제와 포함의 복지정치: 장애인 생활시설과 탈시설화에 대한 비판적 검토 = Welfare Politics of Exclusion and Inclusion: A Critical Review of Residential Facilities for Disabled People and Deinstitutionalization

This article emphasizes the necessity for the study of social welfare policy for people with disabilities from the perspective of welfare politics. In doing so, it explores the changes of social welfare policy for people with disabilities in Korea from a different standpoint named politics of exclusion and inclusion. Speaking more concretely, it firstly explains the shortcomings of the previous study of the policy for institutionalization and deinstitutionalization in Korea. Secondly, it stresses that the ideology of care and rehabilitation are needed to maintain residential facilities for disabled people as control and management mechanism. Thirdly, this article highlights that deinstitutionalization and the ideology of independence are also new management mechanism for people with disabilities. Finally, in conclusion, it proposes the need for ``the politics of connection`` in discussing the social welfare policy for people with disabilities in consideration of substantial recovery of rights.
