This study analyzes the factors contributing to conflicts in railway projects through the case of the Suin Line Ansan section railway project. It aims to provide practical insights for conflict management in similar future projects by examining how citizen demands can be reflected and positively evaluated in this case. Additionally, it aspires to enhance the efficacy of policy recommendations by addressing the discrepancy between the role of public institutions and public perception. A comprehensive data set was meticulously compiled, encompassing news articles and city council meeting minutes from 1999 to 2021. Utilizing the Policy Conflict Framework (PCF) model, a systematic analysis was conducted to elucidate the prevailing patterns and dynamics. The analysis indicated that there were conflicting perceptions of threats related to environmental pollution and project costs among policy actors. The primary factor that exacerbated the conflict was trust, with conflicting perceptions between public institutions and residents regarding the role of public institutions in public projects identified as a contributing factor. The objective of this study is to present the perspective of public institutions in resolving public conflicts and to serve as a resource for enhancing the importance of trust.
