      다국어 초록 (Multilingual Abstract)

      This paper is to comparatively study the promoting system and prospect of Korea's BK21 & China's 211Gongcheng, which are the same higher educational excellence program of each nation.
      First, the two programs take a different approach to targeting due to the situation of each country, and try to upgrade universities' education and studying ability in each country at the same time.
      Second, the program are different with respect to the contents.
      Third, they are similar each other in the aspect of choosing a limited number of universities and assisting them intensively, but they have a different approach.
      Fourth, central educational administrative institution takes charge of the programs in each country, but the way to assist the program is not the same.
      Fifth, the programs end at the different period, anyway they seem to continue. But it seems difficult that they take the same approach.
