세계 사교육시장과 정책 동향 분석 = The Comparative Study of International Private Tutoring Market and Policy

국문 초록 (Abstract)

본 연구는 세계 여러 나라의 사교육현황, 사교육수요, 사교육공급, 사교육정책에 관한 동향을 비교ㆍ분석함으로써 국가별ㆍ대륙별 사교육실태에 대한 정보를 제공하고, 시사점을 찾아 국가교육의 발전방향을 모색하는 것을 목적으로 한다.
연구의 결과는 다음과 같다. 첫째, 사교육참여율이 증가함에 따라 시장규모가 커지고, 상위성적 학생들의 참여가 높아지며, 참여대상의 연령이 더 어려지는 특성을 보였다. 둘째, 사교육수요 동기는 대륙별로 사회적배경과 문화적 특성에 따라 상이 하지만, 세계 여러 나라에서 공통적으로 교육적 차원과 사회문화적 차원에서 높은 것으로 나타났다.
셋째, 사교육공급은 개인과외에서 사교육센터로, 최근엔 온라인사교육으로 더욱 세분화 되는 추세였다. 아시아지역에서는 사교육센터에 의한 ‘시장주도형’ 공급이 두드러졌고, 아시아의 저개발국가, 동유럽 그리고 아프리카지역에서는 학교교사에 의한 ‘학교교사형’ 공급이 주를 이뤘다. 서ㆍ북유럽, 북아메리카, 그리고 오세아니아지역에서는 국가지원에 의한 ‘국가지원형’ 공급이 다른 지역과 차별화된 특성을 보였다.
넷째, 사교육정책은 사교육에 대한 정부의 시각과 국가의 경제력에 따라 상이하였다. 그러나 많은 나라에서 사교육의 질을 보장하기 위해 공급자와 관련된 행정절차나 관리규정이 요청되고 있었고, 취약계층을 위한 사교육지원의 필요성이 언급되고 있어 ‘혼합적접근’이 증가할 것으로 예상된다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is not only to provide the information about the condition on private tutoring of different countries․continent through the comparison․analysis of the trends on condition, demand, supply, and policy of private tutoring but also to explore the developmental direction of national education upon its implications.
First, the findings indicate that as the rate of private tutoring participation rises, both the market size and the participation rate of student with higher academic achievement increased, and the age of participants show the tendency to get younger. Second, although the motivation for private tutoring demand is varied by each continent in distinctive social background and cultural dimension, many countries around the world showed similar high motivation for demand in educational system and sociocultural dimension.
Third, the trend on private tutoring supply was specified through shifting from private tutoring to private learning center and more recently, on-line private tutoring. In Asia, the private learning center-based ‘market-driven’ supply was noticeable characteristic. School teacher led ‘school teacher type’ supply shown to be dominant type of supply in some less developed Asian countries, Eastern Europe and African region. The private tutoring supply in Western‧Northern Europe, North America and Oceania region can be distinguished as state supported based ‘state supported type’ supply.
Forth, the policy on private tutoring differed by the perception of government on private tutoring and national financial power. However, in many countries, the request for administrative procedure and regulation can be found in order to guarantee the quality of private tutoring services. Also, as the recognition on the need for private tutoring support for disadvantaged social class grows, it is expected that ‘mixed- approach’ on private tutoring policy will be increased.
