Discourse Analysis of Lifelong Learning in the European Union 1966-2003 = 1996-2003년 유럽 연합의 평생교육 담론 분석

국문 초록 (Abstract)

본 연구는 유럽연합의 평생학습 담론을 분석하는 데 그 복적이 있다. 1992년 체결된 마스트리히트 조약에 근거하여 유럽 연합은 평생학습계도의 유럽통합을 위한 법적 기반과 계도적 장치를 추진하고 있다, 이는 개별 회원국의 평생학습정책에 적국적으로 관여할 수 없는 유네스코, 오이씨디와 같은 국제기구와 달리, 평생학습 담론 생산의 장에서 유럽연합의 잠재적 가능성을 촉진하는 기계가 되고 있다. 따라서 본 연구는 유럽연합의 평생학습 담론의 역사적 전개과정을 살피고, 담론의 역동적 변화에 따라 시기를 구분하는 것에 초점을 두고 있다, 이는 향후 평생학습의 지배적 담론의 궤도를 가늠하는 일이기도 하다. 이를 위해 본 연구에서는 푸코와 패어클라우의 이론적 논의에 의한 담론분식 모델을 계시하고 있다
1966년 유럽공동체의 영구교육 개념에서 출발한 유럽연합의 평생학습담론의 역사는 40여년의 짧은 기간임에도 불구하고 세 차례의 눈에 띄는 변화과정을 겪었다, 특히, 담론 재편의 과정에서 단일유럽시장, 교육 ~ 훈련 ~ 고용 연계 정책, 유럽화, 마스트리히트 조약 등의 정책개념과 법적 기반은 특정한 형태의 담론을 지배적인 위치로 등장하게 하였다. 또한, 80년대 중반이후 지배적 담론으로 자리한 신자유주의와 90년대 중후반부터 대항 담론으서 부상한 사회민주주의. 평등자유주의 담론의 공존현상은 유럽연합의 평생학습 정책복적의 다양성에서 확인할 수 있다. 이러한 현상은 유럽연합이 추구하는 유럽화의 과정으로 조심스럽게 해석됨과 동시에 기존의 유네스코와 오이씨디의 이질적인 평생학습담론을 동 시에 수렴하는 과도기적 과정으로 보인다.

다국어 초록 (Multilingual Abstract)

This paper reviewed how the discourse of lifelong learning used by the EU has changed significantly over time. Based on the theoretical model of Fairclough and Foucault, it interpreted the historical shifts in the key nuances of lifelong learning discourse for the EU by demonstrating the periodisation of lifelong learning discourse. After critiquing the wide range of policy texts, this study concluded that neo-liberal, egalitarian liberal, and social democratic discourses have been continuously intertwined with each other in the EU over the last four decades which is currently being converged into under the overarching heading of Europeanisation.
